<br />The Hall County Board of Supervisors met at 9:00 A.M. from adjourned session
<br />~and by published call with Chairperson Margaret Landis presiding.

<br />
<br />Present on roll call were Irene Abernethy, Richard Frauen, Richard Hartman,
<br />Margaret Landis, Robert Leslie, Gary Quandt and Bill Wright. None were absent.
<br />
<br />Invocation was given by Abernethy.
<br />
<br />Pledge of Allegiance was given.
<br />
<br />Minutes of August 4th meeting were accepted as received and corrected, on
<br />motion by Quandt, seconded by Frauen. On roll call vote Abernethy, Frauen,
<br />Hartman, Leslie, Quandt, Wright and Landis voted yes, none voted no. Motion
<br />carried.
<br />
<br />Deputy County Attorney Jerry Janulewicz was present~ He requested the
<br />Executive Session to discuss the CWA negotiations.
<br />Motion by Quandt, seconded by Wright to recess for Executive Session
<br />with Deputy County Attorney. On roll call vote Abernethy, Frauen, Hartman,
<br />Leslie, Quandt, Wright and Landis voted yes, none voted no. Motion carried.
<br />
<br />Executive Session at 9:07 A.M. with County 'Treasurer Doris Mason, County
<br />Assessor Jan Pelland and County Attorney Ellen Totzke present. Returned to
<br />regular session at 9:34 A.M. on motion by Quandt, seconded by Wright. On roll
<br />call vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis voted
<br />yes, none voted no. Motion carried.

<br />Attorney Janulewicz presented Conditional Use Permit for Emil Schaaf for
<br />sand & gravel operation. Discussion on terms and paragraph J on page 3
<br />to restrict surface acres, Lot 1 Island &SEl/4NEl/4 24-10-11 Hall County.
<br />Motion by Hartman, seconded by Frauen to approve the Conditional Use
<br />Permit for Emil Schaaf and to strike paragraph J on page 3. On roll call
<br />vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis voted yes,
<br />none voted no. Motion carried.

<br />Attorney Janulewicz presented resolution to permit the conditional use of
<br />property located in NEl/4 Ell2 of NWl/4 of NEl/4 16-10-10 for Platte River
<br />By-Products Ltd.
<br />Motion by Frauen, seconded by Quandt to adopt Resolution #1411 as present-
<br />ed. 'On roll call vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and
<br />Landis voted yes, none voted no. Motion carried.

<br />A RESOLUTION PERMITTING THE CONDITIONAL USE OF CERTAIN
<br />PROPERTY LOCATED IN THE NORTHEAST QUARTER OF THE EAST ONE-
<br />HALF OF THE NORTHWEST QUARTER OF THE NORTHEAST QUARTER OF
<br />SECTION SIXTEEN, TOWNSHIP TEN NORTH, RANGE TEN, WEST OF THE 6th
<br />P.M. IN HALL COUNTY, NEBRASKA. .

<br />WHEREAS, Platte River By-Products, Ltd., hereinafter referred to as
<br />"applicant," is the owner of property in Hall County, Nebraska, to-wit:
<br />
<br />The Northeast Quarter (NEl/4) of the East One-Half (El/2) of the
<br />Northwest Quarter (NW1I4) of the Northeast Quarter (NEl/4) of Section
<br />Sixteen (16), Township Ten (10) North, Range Ten (10) West of the
<br />6th P.M. in Hall County, Nebraska; and '
<br />
<br />WHEREAS, applicant has applied to use the above-described property for
<br />
<br />operating an animal or poultry packing or rendering plant; and
<br />
<br />WHEREAS, the property is located in an AG-l Agricultural Zone in Hall
<br />
<br />County, Nebraska, and that the requested use may be permitted as a conditional use
<br />
<br />pursuant to the Hall County Zoning Resolution; and
<br />
<br />WHEREAS, applicant has further requested to use the above-described
<br />
<br />property for the placement of a mobile home to be used by applicant as an office for
<br />
<br />applicant's animal and poultry packing or rendering plant; and
<br />
<br />WHEREAS, the Hall County Board of Supervisors finds that the Conditional
<br />
<br />Use is authorized under the conditional uses set forth in the permitted conditional
<br />
<br />use under AG-l Zoning, and the Board further finding that said conditional use will
