<br />HALL COUNTY BOARD OF SUPERVISORS MEETING, JULY 14, 1992

<br />The Hall County Board of Supervisors met at 9:00 A.M. from adjourned
<br />session and by published call with Chairperson Margaret Landis presiding.
<br />
<br />Present on roll call were Irene Abernethy, Richard Hartman, Margaret
<br />Landis, Robert Leslie, Gary Quandt and Bill Wright. Richard Frauen
<br />was absent.
<br />
<br />Invocation was given by Abernethy.
<br />
<br />Pledge of Allegiance was given.
<br />
<br />Minutes of July 7th meeting were accepted as mailed, on motion by
<br />Quandt,!secorideaby Abernethy. On roll call vote Abernethy, Hartman,
<br />Leslie, '\JlU1Ilc:rl:;'-Wright and Landis voted yes, none voted no.
<br />
<br />Dan Hostler,~Public Works Director was present and ask the board
<br />to place on the agenda the acceptance of deed from the property owner
<br />in California and the certificate for the letting of project RS2080(1)
<br />Wood River Southwest Road. Quandt made motion to place this item on the
<br />agenda under unfinished for later in the meeting, second made by Hartman.
<br />On roll call vote Abernethy, Hartman, Leslie, Quandt, Wright and Landis
<br />voteg. yes, none voted no.
<br />
<br />Deputy County Attorney Jerry Janulewicz was present and ask for a
<br />delay in regard to the direct deposit agreement on the agenda. He
<br />stated there was an item in the clerk's office he wanted to review
<br />before giving final approval to the contract that has been proposed
<br />by the National Bank of Commerce and the Overland National Bank.
<br />He also ask to meet with the board in executive session in regards to
<br />the_Visitor'spromotion contract negotiations. Quandt made motion to
<br />discuss this in open session, Wright seconded the motion for the
<br />purpose of discussion. On roll call Abernethy, Leslie, and Landis
<br />voted no, Hartman, Quandt, and Wright voted yes. Motion failed
<br />with split voting. Abernethy made motion to go into executive
<br />session, seconded by Leslie. On roll call Abernethy, Leslie, and
<br />Landis voted yes, Hartman, Quandt and Wright voted no. Motion failed
<br />with split vote. Jerry Janulewicz ask for a clearer understanding as
<br />to what the board's wishes were concerning this contract negotiation.
<br />
<br />Harold Johnson, Fritz Hoelting and Leonard Conbruck was ask to appear
<br />before the county board for interviews concerning an appointment as
<br />a member on the Veterans Service Committee for the Doniphan American
<br />Legion Post #300. Harold Johnson was present and visited with the
<br />Board. Fritz Hoelting was sick and unable to be present today.
<br />Ellen Merrill, County Board Assistant, reported that Leonard Conbruck
<br />had with drew his name as a candidate. Fritz Hoelting will be ask
<br />to appear next week, July 21st for his interview, with a decision
<br />being made after that interview.
<br />
<br />Howard Maxon, Communication/Civil Defense Director, ask approval of
<br />the Chairmans signature the emergency management assistance funding
<br />agreement. Motion was made~. 'by Quandt, seconded by Abernethy. On
<br />roll call Abernethy, Hartman, Leslie, Quandt, Wright and Landis voted
<br />yes, none voted no.

<br />Edna Kelsay, Chairman of Washington township and Gordon Bredthauer,
<br />Chairman of Harrison township were present and spoke to the board
<br />concerning the township form of government in Hall county. Motion was
<br />made,_ by Abernethy, seconded by Wright to invite all township officials
<br />to~~with the board monday, July 20th at 8:00 P.M. On roll call
<br />Abernethy, Hartman, Leslie, Quandt, Wright and Landis voted yes, none
<br />voted no.

<br />Ellis Tompkins, railro~d liason engineer,with the State De~artment of 'n. ',.a
<br />Roads, and representatl.ves from the Burll.ngton Northern Railraoa and ~
<br />the Union Pacific were present to inform the Board of the crossings
<br />to be placed on the Burlington Railroad and the Union Pacific.
<br />Jerry Janulewicz will check into details concerning a public hearing
<br />and resolution to close a road at the Alda crossing.
<br />
<br />Howard Maxon, Bob Claussen and Jeff Dale were present concerning the
<br />radio transmitter problems for the fire departments and emergency
<br />vehicles. Recommendation was made for concerned parties to have
<br />a meeting on this and advise the board on the results.
