<br />HALL COUNTY BOARD OF SUPERVISORS MEETING, JUNE 30, 1992

<br />~ The Hall County Board of Supervisors met at 9:00 A.M: from ~d~ourned session
<br />and by published call with Chairperson Margaret Land~s pres~d~ng.
<br />

<br />Present on roll call were Irene Abernethy, Richard Frauen, Richard Hartman,
<br />Margaret Landis, Robert Leslie, Gary Quandt and Bill Wright. None were absent.
<br />
<br />Invocation was given by Abernethy.
<br />
<br />Pledge of Allegiance was given.
<br />
<br />Minutes of June 23rd meeting were accepted as received, motion by Quandt,
<br />seconded by Frauen. On roll call vote Abernethy, Fraue~, Hartm~n, Leslie,
<br />Quandt, Wright and Landis voted yes,none voted no. Mot~on carr1ed.
<br />
<br />Deputy County Attorney Jerry Janulewicz was present. He has completed the
<br />review of Handibus Agreement with State of Nebraska Department of Roads and
<br />recommends approval and authorize chairperson to sign the agreement.
<br />Motion by Quandt, seconded by Abernethy to approve Handibus agreement and
<br />authorize chairperson to sign. On roll call vote Abernethy, Frauen, Hartman,
<br />Leslie, Quandt, Wright and Landis voted yes, none voted no. Motion carried.
<br />
<br />Janulewicz presented written opinion in regard to the payment of claim from
<br />Mary Lanning Hospital for EPC patient care. The one patient listed for
<br />January 17 thru January 23 for $300.00 is not Hall County responsibility.
<br />He recommends County Board deny payment of claim due to not being submitted
<br />within the 90 day limit under State Statute 23-135.
<br />Motion by Quandt, seconded by Hartman to deny payment of claim to Mary
<br />Lanning Hospital for $10,200.00 submitted in April 1992.
<br />Discussion on how bills,were-tobehandled, Region III Governing Board opinion
<br />and who should see that billings are submitted in proper amount ion time.
<br />On roll call vote to deny payment of claim, Abernethy, Fraue~-Hartman,
<br />Leslie, Quandt, Wright and Landis voted yes, none voted no. Motion carried.
<br />
<br />Janulewicz reviewed the proposal for county audit, is a contract for profess-
<br />ional services and discussed how to obtain proposals.
<br />Motion by Frauen, seconded by Hartman to place legal notice in Grand Island
<br />Independent and Omaha World-Herald, to receive proposals for Hall County audit
<br />by July 24, 1992 and will open all proposals on July 28, 1992 at 10:30 A.M.
<br />On roll call vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis
<br />voted yes, none voted no. Motion carried.
<br />
<br />Discussion on the agreement with Mid Plains Center for the Children's Village
<br />program. Had received suggested amendments from Max Morse, Executive Director
<br />of Mid Plains Center. Chairperson Landis established a committee of Leslie,
<br />Quandt and Landis to meet today at 1:00 P.M. with Max Morse to discuss his
<br />suggested amendments.
<br />
<br />Honeywell Inc, Omaha, Nebraska proposal for maintenance and temperature
<br />control services for jail facility at 131 South Locust was presented for
<br />final consideration at cost of $15,000.00 for fixed two year ! p-rices~: to start
<br />July 1, 1992. Deputy Attorney Janulewicz has reveiwed and approved as to
<br />form. Motion by Frauen, seconded by Hartman to accept and authorize chair-
<br />person to sign proposal. On roll call vote Abernethy, Frauen, Hartman,Leslie,
<br />Wright and Landis voted yes, Quandt voted no. Motion carried on 6 yes and
<br />1 no vote.
<br />
<br />Attorney Janulewicz spoke in regard to agreement with Overland National Bank
<br />for direct deposit for county payroll employees. He stated the agreement was
<br />proper but does not have fees schedule "B" attached. He recommends delay until
<br />next week's meeting until he can obtain and review the fee schedule.
<br />
<br />Attorney Janulewicz spoke in regard to the Revised Interlocal Agreement with
<br />Mid Nebraska Individual Services. Recommends holding any action until a set
<br />of new by laws can be reviewed by Attorney's office.
<br />Supervisor Hartman reported on Annual meeting held last week. Was only
<br />10 out of 22 counties present so did not have quorum for business meeting.
<br />
<br />Attorney Janulewicz spoke in regard to request for special designated license
<br />for Driesbach's for events to be held at Stuhr Museum. Since Stuhr Museum
<br />has been annexed to City of Grand Island, these requests need to be referred
<br />to City of Grand Island.
<br />Request from Driesbach's were for July 14, 1992 for Ford New Holland event
<br />and July 18, 1992 for Pharmaceutical Association event both to be held at
<br />Stuhr Museum. Applications and requests were given back to representative
<br />from Driesbach's to be delivered to City of Grand Island for their request for
<br />special designated licenses.
