17 DISCUSS & TAKE ACTION ON MEMORANDUM OF UNDERSTANDING FOR 2015 <br /> BYRNE JUSTICE ASSISTANCE GRANT PROGRAM AWARD—This is a renewal of the grant <br /> request. Purdy made a motion and Lanfear seconded to authorize the chair to sign the <br /> memorandum of understanding for the 2015 Byrne Justice assistance Grant Program. Arnold, <br /> Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. <br /> Motion carried. <br /> 11. A) EXECUTIVE SESSION CONTRACT NEGOTIATIONS Lancaster asked Mr. Ruiz if an <br /> executive session was necessary and he stated it would not be necessary. <br /> 11. B) DISCUSS AND TAKE ACTION REGARDING HOUSING CONTRACT WITH NEBRASKA <br /> DEPARTMENT OF CORRECTIONAL SERVICES —Corrections Director Fred Ruiz was <br /> present. He stated that the state put out an RFP and he submitted a bid for$93.00 a day for 96 <br /> beds and the state rejected this proposal. If it would be for 90 beds it would be $98.00 a day. <br /> This was discussed by the committee and he sent a proposal for$88.00 a day for 82 inmates <br /> and if they added another 14 inmates they suggested charging $75.00 a day. He stated that <br /> there are advantages for the state the location of Hall County is a good benefit. If they would <br /> add the addition 14 inmates the combined total revenue would be close to $3 million. This is for <br /> a 1 year contract. <br /> Lancaster made a motion and Lanfear seconded to authorize the director to negotiate the <br /> contract with the Nebraska Correctional Services. The current contract will stay in place the <br /> guaranteed numbers are lower. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> Arnold stated that the $75.00 daily fee could be an incentive. <br /> 4. COUNTY ATTORNEY - EXECUTIVE SESSION/THREATENED LITIGATION <br /> Lancaster made a motion and Richardson seconded to go into executive session regarding <br /> litigation. This executive session is to protect the public interest. Arnold, Lancaster, Lanfear, <br /> Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 12:17 p.m. executive session <br /> 12:38 p.m. Richardson made a motion and Schuppan seconded to go out of executive session. <br /> Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no. Motion carried. <br /> 4 A) CONSIDERATION &ACTION ON RESOLUTION TO RETAIN WOODS &AITKEN, LLP <br /> FOR LEGAL SERVICES—Quandt made a motion and Richardson seconded to approve <br /> Resolution#15-031 to retain counsel with the law firm of Woods &Aitken LLP Arnold, <br /> Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. <br /> Motion carried. <br /> 7 <br />
