Mr. Zitterkopf stated that this is based on section 23-114.01 sub section 6 in the regulations. <br /> The vote on the motion was taken. Lanfear, Purdy, Quandt, Richardson and Schuppan all <br /> voted yes and Arnold and Lancaster voted no. Motion carried. <br /> Janet O'Malley asked if the check for the permit should be returned and she is to check the <br /> regulations regarding this. <br /> 11:28 returned to the Board of Equalization meeting <br /> 11:48 a.m. adjourned the Board of Equalization meeting and returned to the regular meeting. <br /> 15. DISCUSSION & POSSIBLE ACTION ON TELEVISING HALL COUNTY COMMITTEE <br /> MEETINGS Mr. Quandt stated that the board voted to televise the county board meetings on <br /> the Internet and he expressed concern that 4 of the board members are left out of the <br /> committee meetings and he would like to tape the meetings. The news media would not need <br /> to be involved but he wants to add this to the web site then there would be a permanent record. <br /> It would be up to the committee chair to post it on the web site. <br /> Schuppan stated that the board has been through this before and there are sensitive issues <br /> around the county and they need to be able to work out issues before they are made public. If <br /> they were taped nothing would be done. He is not interested in doing this. <br /> Scott this has been discussed before and there are concerns. It would be difficult to do use only <br /> this room because some of the meetings are off site. There could also be a legal issues if <br /> decisions were made and it could violate the open meeting law and then there would have to be <br /> a meeting with the entire board. <br /> Mr. Richardson stated that she can see both sides and she always supports open government <br /> but her major concern is that there are only three members and how would the open meeting <br /> law would be addressed. The notices would also have to be addressed and the time for <br /> committee meetings change and that could be a major hurdle. <br /> Lancaster stated there would be some issues to work out but she would be interested in the <br /> legal issues. There are reasons for concern you would have to address the location of the <br /> committee meetings and they are not regularly scheduled meetings, some of the meetings are <br /> short and there are short notices for the meetings. They would have to set some standards. <br /> The correction's steering meeting is set and there are notices for the audit committee meetings. <br /> At a minimum they would need to change the way they do the meetings and get them centered. <br /> She also expressed concern on the meeting notes and how they are distributed. <br /> Schuppan also noted there are times when issues come up and they call quick meetings. <br /> Facilities may involve a walk through and the roads may involve a tour. <br /> Quandt stated he is trying to get it so the board knows what is going on in the committees. <br /> Chairman Arnold called for a motion. <br /> Quandt made a motion to move forward to tape the committee meetings in the board room for <br /> the Internet. Chairman Arnold called for a second and no one responded. Motion failed for a <br /> lack of a second. <br /> 6 <br />
