DISCUSSION & POSSIBLE ACTION ON TELEVISING HALL COUNTY COMMITTEE MEETINGS Mr. Quandt stated that the board voted to televise the county board meetings on the Internet and he expressed concern that 4 of the board members are left out of the committee meetings and he would like to tape the meetings. The news media would not need to be involved but he wants to add this to the web site then there would be a permanent record. It would be up to the committee chair to post it on the web site. Schuppan stated that the board has been through this before and there are sensitive issues around the county and they need to be able to work out issues before they are made public. If they were taped nothing would be done. He is not interested in doing this. Scott this has been discussed before and there are concerns. It would be difficult to do use only this room because some of the meetings are off site. There could also be a legal issues if decisions were made and it could violate the open meeting law and then there would have to be a meeting with the entire board. Mr. Richardson stated that she can see both sides and she always supports open government but her major concern is that there are only three members and how would the open meeting law would be addressed. The notices would also have to be addressed and the time for committee meetings change and that could be a major hurdle. Lancaster stated there would be some issues to work out but she would be interested in the legal issues. There are reasons for concern you would have to address the location of the committee meetings and they are not regularly scheduled meetings, some of the meetings are short and there are short notices for the meetings. They would have to set some standards. The correction's steering meeting is set and there are notices for the audit committee meetings. At a minimum they would need to change the way they do the meetings and get them centered. She also expressed concern on the meeting notes and how they are distributed. Schuppan also noted there are times when issues come up and they call quick meetings. Facilities may involve a walk through and the roads may involve a tour. Quandt stated he is trying to get it so the board knows what is going on in the committees. Chairman Arnold called for a motion. Quandt made a motion to move forward to tape the committee meetings in the board room for the Internet. Chairman Arnold called for a second and no one responded. Motion failed for a lack of a second. 6
