Lanfear made a motion and Schuppan seconded to set the bid opening for July 14, 2015 at <br /> 10:15 a.m. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes <br /> and none voted no. Motion carried. <br /> 13. CONSIDERATION AND ACTION TO APPROVE INVITATION FOR BIDS, INSTRUCTIONS, <br /> SPECIFICATIONS, BID FORM AND CONTRACT FORM FOR THE HALL COUNTY SOCIAL <br /> SERVICES BUILDING HVAC PROJECT, AND TO SET THE BID OPENING FOR JULY 14, <br /> 2015 AT 10:30 A.M. - Mr. Humphrey stated that this has been budgeted for 6 years and he tried <br /> to get informal proposal but they came back to high so it will be necessary to go out for formal <br /> bids. The building currently has a water cooled system and there will be minimal interruption to <br /> the offices because the work will be done in the hall ways. They will get rid of the old boiler and <br /> install new duck work. The estimated cost was about $30.000.00. <br /> Purdy made a motion and Schuppan seconded to go out for bids for the Social Services HVAC <br /> building project on July 14, 2015 at 10:30 a.m. Arnold, Lancaster, Lanfear, Purdy, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 16. ROBERT SCHULTZ— DISCUSS AND APPROVE INTERLOCAL AGREEMENT WITH <br /> HOWARD COUNTY AND UPDATE FROM THE WEED DEPARTMENT- Rob Schultz Weed <br /> Superintendent was present he stated that March 17, 2015 he held a pasture seminar in St. <br /> Paul. He reported that Platte Valley Weed Management areas are spraying areas in the Central <br /> Platte River area. They have received some grant funding and are making progress. They are <br /> also working on the Loup River area. <br /> He provided the board members with an office update. <br /> He presented the Interlocal agreement with Howard County for the weed control superintendent <br /> services. This is the 5th year for this agreement and it is going well. Howard County has <br /> already approved this agreement and there was an increase from last year that they approved. <br /> Schuppan approve sign <br /> made a motion and Richardson seconded to a rove and authorize the Chair to si n <br /> the Interlocal agreement with Howard county for the weed control superintendent services. <br /> Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no. Motion carried. <br /> if there was a secretary for the building inspector if that would help him and <br /> Mr. Quandt asked ry g p p <br /> he stated that it would. <br /> 21 DISCUSS &APPROVE MODIFICATION TO THE HALL COUNTY BOARD POLICY <br /> GUIDELINES REGARDING DEFINITION OF QUORUM this had been discussed and this is the <br /> definition as amended. "A majority of all the supervisors elected in any county shall constitute a <br /> quorum for the transaction of business, and all questions which shall arise at meeting shall be <br /> determined by the votes of a majority of the supervisors present, except in cases otherwise <br /> provided for." <br /> Quandt made a motion and Richard seconded to approve the amended guidelines. <br /> Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no. Motion carried. <br /> 22. LETTER OF APPRECIATIONS TO HUGH MINOR FOR 44 YEARS OF SERVICE TO HALL <br /> COUNTY - Quandt made a motion and Lanfear seconded to send a letter of appreciation from <br /> 12 <br />
