4 <br /> • Option #1 is a 5 year lease purchase at $22,348.35 annually with the commitment to <br /> purchase 255,000 ballots of the 5 year period at $.33 per ballot with a total of <br /> $185,991.75 <br /> • Option 2 Outright purchase with 5 years of expenses of$103,000.00 with firmware <br /> maintenance and support of$5,400.00 and estimated ballot printing of$63,000.00 with a <br /> total of$198,850.00 <br /> • Option #3 purchase with a 5 year finance at $23,669.56 annually maintenance and <br /> support of$21,000.00 and estimated ballot printing at$.28 of$63,000.00 with a total of <br /> $202,947.80 <br /> Dale noted that she currently has $14,200.00 in equipment reserve fund so the cost would be <br /> $88,800.00 then she would have to budget for the $5,400.00 for maintenance. She is asking <br /> that the board support the recommendation. <br /> Purdy noted that the equipment belongs to the Secretary of State we do not own it. The <br /> technology is old and we have to have a disk reader to count the ballots. <br /> The committee recommended moving forward and using the equipment reserve funds. <br /> Lancaster suggested borrowing the remainder from the inheritance fund and paying it back in 5 <br /> years. This would also reduce the cost of the absentee ballots. Dale noted that she would not <br /> need this until January of 2016 but it would be in this new fiscal year budget. <br /> Lancaster made a motion and Quandt seconded to approve the purchase of the new ballot <br /> counting machine and refer this to the committee to look at the best option. Arnold, Lancaster, <br /> Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. Lanfear was <br /> absent. Motion carried. <br /> Stacey Ruzicka stated that the purchase could be in miscellaneous general and the <br /> maintenance could be in her budget. <br /> 11 AUDIT COMMITTEE RECOMMENDATION —APPROVE THE CLERK OF THE DISTRICT <br /> COURT'S REQUEST REGARDING EQUIPMENT IMPROVEMENT RESERVE FUNDS -The <br /> committee met to address these funds they are at the end of the 5th year and the Clerk of the <br /> District Court is requesting to move these to office furniture for a future purchase. The <br /> $1,275.00 will be returned to general and then moved back to the equipment reserve fund. <br /> Lancaster made a motion and Schuppan seconded to return the funds to the general fund and <br /> then reallocate them back to the reserve fund for office equipment. Arnold, Lancaster, Purdy, <br /> Quandt, Richardson and Schuppan all voted yes and none voted no. Lanfear was absent. <br /> Motion carried. <br /> 18 COMMI TTEE OR BOARD MEMBER'S REPORTS - Schu pp an expressed concern on the <br /> road issues that were brought forward today there are some problems but after watching the <br /> video he is not sure he understands the issue the road looks acceptable. <br /> Lancaster noted that there were a number of people that cared enough to come to the meeting <br /> and it needs to be looked at. <br /> Schuppan stated this has been a problem and it appears to be as good as any other road in the <br /> county but this has gone on for years <br />
