Casey Sherlock, County surveyor stated that Larry Schmidt with NMC and Dale Boyer with <br /> Murphy Tractor were present and he thanked them for submitting bids. He stated that he would <br /> like to review and analyze the bids and come back in two weeks. He noted lines 16 and 17 on <br /> the bid tab and he stated that he calculated the highest payment for the lease. <br /> Lanfear made a motion and Schuppan seconded to refer the bids to the committee and they will <br /> come back in 2 weeks with a recommendation. Arnold, Lancaster, Lanfear, Purdy, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> Quandt stated that originally they proposed to take bids on 5 graders then one burned up so <br /> they purchased 6 the last time. Casey stated he would like to use 6 but he can look at 5. The <br /> bids are good for 45 days and they will have to make a decision. The purchase would not <br /> impact his budget for 2015—2016. He would like to review and there will be a committee <br /> recommendation. <br /> Mr. Boyer stated that the county can order any number of units that they want. Casey stated he <br /> would like to have discussion regarding the incentives also. This is the complicated part of the <br /> bid. He noted that the trade in value of the units are about double of what they were in the past. <br /> He will come back in two weeks. <br /> 7.10:15 a.m. PUBLIC HEARING FOR THE CONDITIONAL USE PERMIT WAS CANCELLED — <br /> this was an application for a conditional use permit for the expansion of a feed lot. County <br /> Attorney Jack Zitterkopf stated that after inspection it was apparent that the total number of <br /> livestock was beyond the request and a public hearing would have not been productive. The <br /> county clerk was instructed to cancel the hearing and it was not his place to do so. The county <br /> board should cancel it. It would have not been realistic to have the public show up on an issue <br /> that could not be addressed. The applicant should have withdrawn his request. <br /> Lancaster noted that there were time frames that had to be addressed and the application <br /> should have been withdrawn. She stated she appreciated the explanation. <br /> 10 DISCUSSION AND POSSIBLE ACTION REGARDING SOLICITATION AND <br /> DISTRIBUTION POLICY IN EMPLOYEE HANDBOOK- Quandt stated that the solicitation and <br /> distribution policy prevents fund raising in the county buildings but the county board can make <br /> exceptions. He would like to do that so wrist bands can be sold to help cover expenses for <br /> some employees facing serious health issues. <br /> Quandt made a motion and Lanfear seconded to approve selling wrist bands to raise funds for <br /> some employees for a period of 6 months. <br /> County Surveyor Casey Sherlock stated that the policy is confusing and he would like to have it <br /> clarified. He does not allow any fund raiser. <br /> Schuppan stated that he is against changing the policy. <br /> Quandt stated that there was an issue when the public was selling products to the employees <br /> and the taxpayer had to wait. Now there is a procedure and the board can make exceptions. <br /> Mr. Zitterkopf stated that there is a concern if it is on work time and in the working areas of the <br /> facilities but the exceptions are confusing. It is nice to say we are looking after one of our own <br /> but it needs to be specific. <br /> 6 <br />
