Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. <br /> Motion carried. <br /> PUBLIC PARTICIPATION —Chairman Arnold called for public participation and no one <br /> responded. <br /> COUNTY ATTORNEY- County Attorney Jack Zitterkopf stated he did not have any agenda <br /> items but has a final determination as of yesterday regarding the discussion about the county <br /> board providing for full health insurance premiums for elected officials, given the idea there were <br /> short comings in the resolution for salaries for elected officials for the 4 year term. It was <br /> thought it was an excellent idea but the problems are many. The state constitution does not <br /> allow the resolution for the salaries to be altered. There was a 2001 opinion regarding the <br /> definition of compensation. He read the opinion and it was not clear. In 1919 and 1920 there <br /> was additional verbiage that health insurance is not compensation when they are to be treated <br /> the same as other employees. He also talked to Matt Wullenwaber with the county's health <br /> insurance carrier and he did not have a problem. He checked with Pam Borne regarding <br /> employment practices and he was sent to an attorney in Kansas City. He stated that self- <br /> funded insurance plans cannot discriminate on the top 25% highly compensated employees. <br /> This would not be a workable compromise and could cause a problem if there was a disgruntle <br /> employee. <br /> Lancaster noted that there are number of elected official's salaries that are upside down with the <br /> deputy and others are close because of the adjustment. They tried to find a resolution but now <br /> there is a determination. <br /> 10 RECEIVE AND PLACE ON FILE HALL COUNTY ATTORNEY OFFICE FINANCIAL <br /> REPORT DATED JANUARY 9, 2015 AND HALL COUNTY REGISTER OF DEEDS OFFICE <br /> FINANCIAL REPORT DATED JANUARY 7, 2015 - Phillip Erb with McDermott Miller is the <br /> audit manager and was present to give a brief report on the financial report for the Register of <br /> Deeds and the County Attorney. The same engagement team was used and there was no <br /> change in the management of the audit. The audit letter was included and they are different <br /> because they are departmental financials. The audit opinion is on pages 2 and 3. It was on a <br /> cash basis for the departments and they verified information regarding the budget. <br /> Register of Deeds information on page 10 it was noted the issue with internal control and the <br /> segregation of duties. There are no enough employees to accomplish this and the county <br /> cannot hire employees just to segregate duties. The cash reconciliation showed a shortage of <br /> $25.00 same as in the past. The claims for the office were coded correctly and they did not <br /> exceed the budgeted amount. <br /> The County Attorney's report is longer because they have additional funds and the segregation <br /> of duties is the same. The budgeted fund balance and the cash bank balance had a slight dollar <br /> difference regarding DHHS reports for reimbursement of expenses as submitted. These are <br /> federal funds that go to the state. They have a special form that is used for the federal audits. <br /> He thanked the offices for their help. <br /> Chairman Arnold called for question and no one responded. <br /> Purdy made a motion and Lanfear seconded to receive and place on file the Register of Deeds <br /> and the County Attorney's audits.
