9.10:15 A.M. PUBLIC HEARING TO CHANGE THE DEFINITION REGARDING GROUP <br /> HOMES AND CHANGES TO THE ZONING MATRIX— Richardson made a motion and Lanfear <br /> seconded to open the public hearing. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson <br /> and Schuppan all voted yes and none voted no. Motion carried. <br /> Regional Planning Director Chad Nabity was present and there was a case filed against Hall <br /> County regarding this. It was not the county but because of the covenants in the subdivision <br /> and their interpretation prevented the group home. The changes have been made and they <br /> worked with the planning commission so they are now in compliance of the state and federal <br /> laws. He noted the definitions in the plan there are now small medium and large group homes. <br /> The changes have been made and the matrix was changed. The planning commission <br /> reviewed these changes and is recommending approval. He noted that the entire section of the <br /> code and to be reprinted and renumbered. <br /> Chairman Arnold called for questions and public participation and no one responded. <br /> Lanfear made a motion and Schuppan seconded to close the public hearing. Arnold, Lancaster, <br /> Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion <br /> carried. <br /> 9A. DISCUSS AND APPROVE RESOLUTION APPROVING AMENDMENTS TO THE HALL <br /> COUNTY ZONING RESOLUTION SECTION 2.03 DEFINITIONS AND APPENDIX A (ZONING <br /> MATRIX) Lanfear made a motion and Purdy seconded to approve the Resolution <br /> #15-019 changing the definitions and appendix A the zoning matrix. Arnold, Lancaster, Lanfear, <br /> Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 6 <br />
