Mr. Ruda stated he will be fine with the decision of the board. They follow EPA regulations and <br /> do not use any chemicals. He noted that the lagoons are next to wet land at the West Point, NE <br /> location with no issues. The DEQ will require the well to be tested. The issue of the wear and <br /> tear on the roads he noted that the trucks are unloaded at this time. He is not sure how many <br /> trucks there will be a day. He noted that there is separation from the ground water this location <br /> is on a hill and the well will be capped. There will be an agreement to dispose of the solids. <br /> There have not been any issues with flies in the other locations. He will work with the state on <br /> the water issues and look at reusing the water in the future. There are no tax dollars or grants <br /> for this project he pays for it himself. <br /> Arnold stated he did some research and looked at a couple of the locations and one is close to <br /> a motel and the other has a new trailer business and shop. South Locust is a major through <br /> fare and can handle the trucks and the trucks will also be empty and the threat of an accident is <br /> no more or no less than any other time. Mr. Ruda stated he wants to be a good neighbor and <br /> will answer any questions. <br /> Chairman Arnold called for public participation and no one responded. <br /> Purdy made a motion and Lanfear seconded to close the public hearing. Arnold, Lancaster, <br /> Lanfear, Purdy, Quandt Richardson and Schuppan all voted yes and one voted no. Motion <br /> carried. <br /> There is not a resolution prepared for this permit. Mr. Zitterkopf stated he will need information <br /> on the terms and conditions and look at other locations to address the language for the permit. <br /> Discussion was held on the storage of the solids and what other regulations need to be <br /> followed. <br /> Lancaster expressed concern that they will need to consider the terms and the limitations will <br /> also need to be listed. This will be referred to Mr. Zitterkopf. <br /> Mr. Ruda he will make sure that this works. Arnold stated that he was impressed with passion <br /> for his business and stated that Hall County will get the benefit from his customer base. There <br /> is a need for his business in this area. Mr. Arnold stated that he supports thus permit. <br /> Mr. Zitterkopf stated that he would need 30 days to address this resolution. <br /> Mr. Quandt questioned the water usage and Mr. Ruda stated that that has been addressed. <br /> Lancaster stated she wants to see the conditional use permit because there have been issues <br /> in the past. <br /> Held a 5 minute break. <br /> 5 <br />
