C) DISCUSS &APPROVE SETTING THE BID OPENING FOR THE LEASE PURCHASE OF <br /> SIX MOTOR GRADERS FOR TUESDAY MAY 19, 2015 AT 10:00 A.M. - Casey Sherlock was <br /> present and stated that 4 years ago they purchased the motor graders and in 2014 2015 the last <br /> payment will be made. He would like to go out for bids now and purchase 6 more. The graders <br /> were behind schedule but the trade in value has increased because he does not trade anything <br /> in that is over 10 years old. <br /> Quandt asked the cost of 6 and questioned if he needed 6. Casey stated it would be about $1.2 <br /> million the payment would not be until October 2016 and it would be the same amount. This is <br /> in his budget and it was discussed before to use this process again. <br /> Lancaster questioned the first payment and the amount of the trade in amount. <br /> Schuppan stated it makes sense and the payments are seamless. He noted that if more units <br /> are purchased you get a better deal Casey also noted that they received $5000.00 in parts and <br /> an extended 5 year warranty. <br /> Lancaster stated she is in favor of keeping the graders up and the price is reduced with the <br /> better trade in value. <br /> Casey noted the trade in is a major down payment and this works with his budget and is a huge <br /> advantage buying more units. He also noted that the bids are usually good for 90 days. <br /> Lanfear noted they have to be replaced and if the bids are too high the county does not have to <br /> accept them. The trade in value is higher on newer machines. Casey noted that the older <br /> machines trade in value was $35,000.00 and if they are 10 years old or less the trade in value is <br /> $80,000.00. <br /> Arnold noted that the repair costs also go down. The county has always looked at the road <br /> department to make big cuts but it is not wise to do that you still have to buy the graders to <br /> maintain the roads, transportation is essential. <br /> Purdy made a motion and Schuppan seconded to set the bid opening for 6 motor graders for <br /> May 19, 2015 at 10:00 a.m. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> 6 D) DISCUSS REGARDING PUBLIC WORKS COMMITTEE RECOMMENDATION FOR <br /> SAFETY MEASURE AT THE INTERSECTION OF GUNBARREL ROAD & BISMARK ROAD — <br /> Casey Sherlock and Steve Riehle addressed other safety features at this intersection. A larger <br /> stop sign, overhead lights and they also did a speed study. The engineer proposed to move the <br /> rumble bars further north and south in between the houses instead of by the houses. There are <br /> 10 stripes on this set they could reduce them to 5 so they are narrower and could allow a gap in <br /> the center and 24 inches on the side. The stripes are currently across the entire lane and <br /> cannot be missed. Mr. Purdy stated that NIRMA did not recommend removing the rumble bars <br /> but to consider other alternatives. <br /> Quandt questioned if the bars were farther away the cars may be going faster but the speed <br /> limit is 45 mph. The board members received information on a lighted stop sign. <br /> Richardson stated that the information from Chief Deputy Sheriff Chris Rea stated that there <br /> were only 3 accidents. <br /> 4 <br />
