Mr. Humphrey stated he checked regarding the issue of the lead paint and it is the responsibility
of the construction company.
20. FACILITIES AGENDA 1. NEIGHBORHOOD STABILIZATION PROGRAM DISCUSSION &
POSSIBLE ACTION — Mr. Humphrey stated that he was contacted by Chad Nabity regarding
funds that may be available for demolition of buildings. Michelle informed the county board that
there was a federal grand that was awarded to the city for the demotion of substandard housing.
When someone receives a habitat for humanity home they are required to stay in the home for 5
years and if they do not, they have to pay back some funds and these funds can be used to
demolish slum areas. She is doing some research to see if the county could apply and receive
some of this funding.
Mr. Lanfear question what the land could be used for and if it was for a park would it qualify.
She stated that the state determines how and if the dollars can be used and she does not have
that information yet.
Mr. Zitterkopf expressed concern that this needs to be discussed with the state to make sure
that it is clear that the long term purpose is not to have a park there. Michelle agreed the funds
have to be used correctly.
2. UPDATE ON MOVING ADULT PROBATION DISCUSSION AND POSSIBLE ACTION — Mr.
Humphrey stated that he wanted to update the board regarding adult probation. The fiber
should be installed by the end of the week and they are almost done with the construction.
There are some doors that need to be hung and they're currently out of the carpet but it is
ordered and they had to get special glue for the carpet. The phones are scheduled to be
installed. The move is on schedule and going well they have people lined up to help move.
They have also used some office equipment from storage. They are currently storing some files
in the hold health department building but will look for storage in the plaza building.
3. COUNTY OFFICE REDECORATION FOR JUVENILE PROBATION DISCUSSION &
POSSIBLE ACTION — Mr. Humphrey showed the floor plan of the office building and some of
the proposals for the renovations. There is a storage area the he would like to make into an
ADA family restroom and make a more secure area for the drug testing. He also noted that
when the plans were reviewed by the fire marshal there was an issue with the length of the hall
ways and the access to exits. They want to be able to maintain separation between juvenile
diversion and juvenile probation and address the flow of traffic. He is looking for ideas. All of
the office will have more space and some of the conference rooms can be shared.
Lancaster questioned if there were issues finding juvenile diversion and Mr. See stated no. She
expressed concern using "redecorating" instead of renovations and also stressed that it is
important to use the same type of carpet throughout the building.
Schuppan stated that they discussed this at the meeting and they need to start on juvenile
probation and agree on a lay out and move forward.
Lanfear stated that they need to concentrate on juvenile probation and move forward. Mr.
Humphrey stated they will need to work on the lights and ceiling and address the fire codes. He
will get several quotes and move forward. Discussion was held if they piece out the work if that
is an issue with competitive bidding.
Mr. Zitterkopf stated that he talked to Jerry Janulewicz with questions regarding the county
6
