The board members viewed the video and pictures of the area. <br /> Lloyd and Dean Luehrs addressed the fact that these islands are causing the flooding the Army <br /> Corp of Engineers and NRD are providing nesting habitat and with the island it will increase the <br /> water flow and cause the flooding. Mr. Arnold noted that there will also be an economic impact <br /> and it will affect the roads and the crop lands. There are 6 land owners that are directly <br /> affected. <br /> Schuppan noted that the pastures and hay meadows have all of the debris from the flood water, <br /> but there is not a lot that the county can do. <br /> Quandt questioned if there is any way they can get restitution and Mr. Zitterkopf responded that <br /> He does not have any ideas but as a group they could put pressure on them and make it known <br /> what is happening. This is an economic impact for all taxpayers. Lancaster noted an issue with <br /> individuals along the Missouri River and how they proceeded with a similar situation. <br /> 18. COMMITTEE OR BOARD MEMBER REPORTS —Chairman Arnold called for committee or <br /> board member reports. <br /> Schuppan stated that the public works committee attended a road tour and looked at the bridge <br /> on 80th road and also looked at Shoemaker Island Road. <br /> No Other reports. <br /> 19 BOARD ASSISTANT'S REPORT— Board Assistant Stacey Ruzicka reminded the board <br /> members of the 1:00 audit committee meeting and the GIAMPO meeting. Chad Nabity was <br /> present and stated there will not be a GIAMPO meeting. <br /> 22 .ADDED 3/23/2015 9:00 A.M. RANDY SEE DISCUSSION REGARDING OFFICE OF <br /> VIOLENCE PREVENTION GRANT—Chairman Arnold stated that he would abstain from voting <br /> on this issue because it could affect work load or salaries at the police department. Randy See <br /> Juvenile Diversion Director is requesting the board's approval to apply for this grant in the <br /> amount of$12,000.00. It would provide funding for overtime for an officer at the Grand Island <br /> police department as a cyber-investigator. They would track computers, face book and other <br /> sources that could impact juvenile diversion and juvenile probation. It would allow them to <br /> attend training and allow the resource officer overtime to do home visits with families. It will fit <br /> well with the juvenile justice grant. <br /> Lancaster made a motion and Schuppan seconded to authorize the chair to sign the grant <br /> application. Chairman Arnold asked that the Dan Purdy Vice Chair sign the application. The <br /> funding will go through Hall County. <br /> Lancaster noted that this would target students in Grand Island. Mr. See stated that Homeland <br /> Security is also involved and it would also track weapons, drugs and violence. <br /> Richardson questioned the cyber investigation has been done before and it has not but a good <br /> idea in today's world to track gang activity through Facebook. <br /> The vote on the motion was taken. Lancaster, Lanfear, Purdy, Quandt, Richardson and <br /> Schuppan all voted yes and none voted no. Arnold abstained. Motion carried. <br /> 5 <br />
