Lancaster noted that Chamness drops off the material but the issue is with the land owner to <br /> see that it is spread in a timely manner. Schuppan stated that they want to spread it every 2 <br /> weeks. <br /> Schuppan stated he will get the phone calls and doesn't have a concern with Mr. Libby but there <br /> has to be an operator that will do it right and the county could take another chance. They are <br /> not making changes on this issue it has just been business as usual. <br /> Purdy stated that Mr. Libby is on the spot and since he is here today he will get it done the right <br /> way. <br /> Quandt noted that it is only talk from Chamness they need to do it right. <br /> Arnold stated that the permit is issued to Chamness and they need to be responsible and if they <br /> do not do it right he will not support another permit. He stated they looked at an operation 16 <br /> years ago and 16 years later nothing has changed. <br /> Lancaster stated that this will be their last chance and Lanfear stated he would not support it <br /> again. <br /> Lanfear made a motion and Purdy seconded it to approve the permit to Chamness to spread <br /> soil builder. <br /> Arnold stated that Swift needs to be motivated to do something and be responsible and he <br /> hopes they are getting the message. <br /> Vote on the motion to approve the permit for Chamness. Arnold, Lancaster, Lanfear, Purdy, <br /> and Schuppan all voted yes and Quandt voted no. Richardson was absent. Motion carried. <br /> 21. EXECUTIVE SESSION —Arnold stated that this executive session is to prevent needles <br /> harm or injury to an individual. <br /> Lanfear made a motion and Purdy seconded to go into executive session for personnel. <br /> Arnold, Lancaster, Lanfear, Purdy, Quandt and Schuppan all voted yes and none voted no. <br /> Richardson was absent. Motion carried. <br /> 12:36 p.m. Lancaster made a motion and Lanfear seconded to go out of executive session. . <br /> Arnold, Lancaster, Lanfear, Purdy, Quandt and Schuppan all voted yes and none voted no. <br /> Richardson was absent.
