HALL COUNTY BOARD OF SUPERVISORS MEETING MARCH 2, 2015 <br /> The Hall County Board of Supervisors convened March 2, 2015 by published call in the County <br /> Board meeting room, 121 South Pine, Grand Island. <br /> CALL TO ORDER -The meeting was called to order by Chairman Arnold. <br /> ROLL CALL - Present on roll call were Scott Arnold, Pam Lancaster, Douglas Lanfear, Dan <br /> Purdy, Gary Quandt, Jane Richardson and Steve Schuppan. <br /> NOTICE OF OPEN MEETING LAW— Chairman Arnold read the notice of open meeting law. <br /> REQUEST TO RESERVE TIME - Chairman Arnold called for request to reserve time and no <br /> one responded. <br /> Chairman Arnold stated that there is an executive session on the agenda but it may not be <br /> needed. <br /> Paul Essman with Capital City Concepts was present and stated that the 2015 salary survey is <br /> work in progress and will change before this is completed. <br /> Quandt questioned if this type of survey changing to a metropolitan statistical area has been <br /> done before and Mr. Essman stated that it was done in Cass County before and the City of <br /> Grand Island. He also used an array similar to the sheriff and corrections departments. LB 397 <br /> defines a metropolitan statistical areas. The information that can be used is no more than <br /> double or less than half and MSA's these are not included in our array. It requires 7 to 9 for the <br /> comparisons and he contacted 10 to participate but you can use 7. Four of the contacts do not <br /> have the same type of pay system they have a minimum, a mid point and a maximum pay range <br /> and do not use steps. Five of the contacts have steps. There are various ways to pay. The <br /> appointed and elected positions are a flat wage similar to Hall County. <br /> Quandt questioned if population is an issue and Mr. Essman stated that the Court of Industrial <br /> Relations is not interested in balancing population. <br /> Lancaster questioned the number of matches on some of the positions. Mr. Essman stated that <br /> if there are no matches the positons would have to be aligned and 25% of the grids will need to <br /> be aligned. <br /> Mr. Essman stated that the board needs to look at the midpoint it is the number that is used. <br /> Discussion was held and the board requested to review the pay girds. They reviewed the <br /> various pay grids. <br /> Mr. Essman stated that there are a number of the ranges that are not used and some of them <br /> could be eliminated. He also noted that there were no pay grids for the positions in the Clerk of <br /> the District Court because in most states these positions are paid by the state. All of these job <br /> descriptions will need to be aligned. The county can be at 98% of the comparable and steps can <br /> be added at the end of the ranges. <br /> He also stated that the current trend is to consolidate all of the clerical positions and make <br /> clerical one range and the supervisors' one range. <br /> 1 <br />
