Mr. Arnold stated that to address Gary's concern on an architect there is not a lot of design work <br /> it is mostly engineering. The county has an engineer and a general contractor to make sure that <br /> the job is done. Mr. Humphrey is the contact person there are people in place. <br /> Mr. Lanfear stated that the board needs to sign the contract and go forward. <br /> Mr. Quandt noted again that this 3 million dollar project. <br /> The vote on the motion to authorize the chair to sign the contract was taken. <br /> Arnold, Lancaster, Lanfear, Purdy, Richardson and Schuppan all voted yes and Quandt voted <br /> no. Motion carried. <br /> 5 BID OPENING FOR INSTALLATION OF FIBER OPTIC CABLING FOR COMPUTER <br /> NETWORKING —The following bids were received. County Clerk Conley stated that a bid from <br /> Computer Cable Connection Inc. was received January 27, 2015 at 8:50 a.m. The bids were to <br /> be received by Monday January 26, 2015 at 5:00 p.m. according to the legal add. <br /> Lanfear made a motion and Schuppan seconded to reject the bid from Computer Cable <br /> Connection because it was not received as required. Arnold, Lancaster, Lanfear, Purdy, <br /> Quandt Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> Discussion was held on the requirement of a bid bond and it was not stated in the legal add and <br /> Stacey contacted Mr. Drudik and he sated he did not require a bid bond. <br /> BIDDER TOTAL BID <br /> D-EL-Com <br /> Giltner, NE $59,530.46 <br /> Ensley Electrical Services <br /> Grand Island, Ne $35,968.00 for cabling <br /> $ 1,378.00 for each rack mount fiber box <br /> $ 1,094.00 for each wall mount fiber box <br /> BTS as fiber termination contractor <br /> Diamond Engineering boring subcontractor <br /> Lancaster made a motion and Purdy seconded to refer to the computer committee. <br /> Discussion was held when they are to bring back a recommendation and it is stated that the <br /> committee will do so on February 10, 2015. Arnold, Lancaster, Lanfear, Purdy, Quandt <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 10. DISCUSS &APPROVE GUIDELINES AND GRANT APPLICATION FORM FOR THE <br /> VISITOR IMPROVEMENT FUND/2°I° LODGING TAX - Lancaster stated that <br /> These funds are for building or for promotion and cannot be used for anything else. Brad <br /> Mellema with Convention Visitor's Bureau worked on the application and the guide lines. He <br /> used the state law and some examples from other counties <br /> Lancaster made a motion and Richardson seconded to approve the guide lines for the lodging <br /> tax grant funds. Arnold, Lancaster, Lanfear, Purdy, Quandt Richardson and Schuppan all voted <br /> yes and none voted no. Motion carried. <br /> 3 <br />
