Motion carried. <br /> 9:05 a.m. Held a Board of Equalization meeting. <br /> 9:14 a.m. Adjourned the Board of Equalization meeting and returned to the regular meeting. <br /> PUBLIC PARTICIPATION —Chairman Arnold called for public participation and no one <br /> responded. <br /> COUNTY ATTORNEY - No items listed. <br /> 7. DISCUSS &AUTHORIZE CHAIR TO SIGN CONTRACT WITH MID PLAINS <br /> CONSTRUCTION FOR COURTHOUSE HVAC & RENOVATIONS PROJECT- <br /> Schuppan made a motion and Lancaster seconded to authorize the Chair to sign the contract <br /> with Mid Plains Construction for the Courthouse HVAC and renovations project. <br /> County Attorney Jack Zitterkopf came forward and stated that there was an issue with the <br /> insurance in paragraph 10. He read the language in that section. There was language that was <br /> in the contract from Jon Jackson and after he read this he contacted Larry Pelan with NIRMA <br /> and he stated he had not heard of this and that section was deleted. <br /> Mr. Schuppan stated that as long as the modifications were reviewed by Jack his motion stands <br /> and Lancaster stated her second to the motion also stands. <br /> Mr. Quandt stated that he is not against the project but expressed concern that there is no one <br /> to lead the project. He questioned if there is more asbestos and other issues that would be <br /> handed over to someone else. He stated that the county needs someone to run this $3 million <br /> dollar project and if the Judges are unhappy the board will know about it. He stressed that the <br /> county needs someone to oversee the entire project. <br /> Lancaster stated that if the issue is the costs there would be a way to keep tact of them by using <br /> the line items in the budget. <br /> Mr. Lanfear stated that the county may need someone but the work that is going to be done falls <br /> on the engineer and if here are problems or change orders that could be handled by the <br /> facilities committee. <br /> Mr. Quandt question the issue on the asbestos but Mr. Humphrey stated that the amount of <br /> asbestos that is there is very minimal. He stated that there is some insulation around some of <br /> the existing steam pipe joints. He has taken samples to be tested. He also received a quote <br /> that is less than $1000.00. Most of the pipe is exposed but there may be some in the bulkhead <br /> but they will not know until the demolition. All of the demo crews are trained in asbestos <br /> removal. <br /> Lancaster stated that the committee could address the change orders or even establish a <br /> certain dollar amount that could be approved. He has the quote so everyone would be <br /> informed. <br /> 2 <br />
