<br />HALL COUNTY BOARD OF SUPERVISORS MEETING, MAY 19, 1992

<br />pThe Hall County Board of Supervisors met at 9:00 A.M. from adjourned session
<br />and by published call with Chairperson Margaret Landis presiding.
<br />
<br />Present on roll call were Richard Frauen, Richard Hartman, Margaret Landis,
<br />Robert Leslie, Gary Quandt and Bill Wright. Absent was Irene Abernethy.
<br />
<br />Invocation was given by Leslie
<br />
<br />Pledge of Allegiance was given.
<br />
<br />Minutes of May 12th meeting were accepted as received, on motion by Quandt,
<br />seconded by Frauen. On roll call vote Frauen, Hartman, Leslie, Quan~t,
<br />Wright and Landis voted yes, none voted no, with Abernethy absent. Motion
<br />carried.
<br />
<br />County Attorney Ellen Totzke and Deputy Attorney Jerry Janulewicz were present.
<br />
<br />Also present were County Sheriff Emmett Arnett, Deputy Jan Steeple, pUblic
<br />Works Director Dan Hostler and Clean Community System Director Betty Curtis.
<br />
<br />Discussed was the litter and trash dumping on county roads. Suggestions were
<br />made as to possible solutions and County Attorney Totzke suggested a joint
<br />meeting with Committee from City of Grand Island and County Board to discuss
<br />possible solutions. Board Assistant Ellen Merrill to contact Wayne Bennett
<br />City of Grand Island Public Works Director for names of City Committee. This
<br />topic will be brought up again at next week's meeting.
<br />
<br />Discussion with Attorneys on the Keno/Lottery issue. Attorney Earl Ahlschwede
<br />was also present.
<br />Janulewicz stated to the Board Members that issue was approved by the
<br />voters but County Board has up to 4 years to establish the lottery operation.
<br />Discussion as to options available and suggestions were to research and do
<br />home work, how present lotteries are operated, contact State Department of
<br />Revenue, visit and find out what is best way for Hall County to operate and
<br />talk with other communities that have keno or lottery.
<br />Motion by Leslie, seconded by Quandt to contact Cities and Villages in
<br />Hall County for their thoughts on whether they wish to participate in the
<br />Hall County Lottery. On roll call vote Frauen, Hartman, Leslie, Quandt,
<br />Wright and Landis voted yes, none voted no, with Abernethy absent. Motion
<br />carried.
<br />
<br />Supervisor Wright stated he would like to have Mayor of Doniphan to visit a
<br />Board meeting and visit about the keno operation in Doniphan.
<br />
<br />Attorney Janulewicz stated he wished to discuss with Board Members the CWA
<br />negotiation strategy & requested an Executive Session.
<br />Motion by Frauen, seconded by Quandt to hold Executive Session to discuss
<br />with attorney the CWA negotiation strategy. On roll call vote Frauen, Hartman,
<br />Leslie, Quandt, Wright and Landis voted yes, none voted no, with Abernethy
<br />absent. Motion carried.
<br />
<br />Recessed for Executive Session at 9:52 A.M. and returned to regular session
<br />at 10:37 A.M. on motion by Frauen, seconded by Leslie. On roll call vote
<br />Frauen, Hartman, Leslie, Quandt, Wright and Landis voted yes, none voted no,
<br />with Abernethy absent. Motion carried.
<br />
<br />Commenced audit of monthly claims.
<br />Recessed at 11:58 A.M. for lunch. Will return to regular session at 1:30 P.M.

<br />Returned to regular session at 1:30 P.M. Present were Frauen, Hartman, Landis,
<br />Leslie, and Quandt. Absent were Abernethy and Wright. Wright arrived at
<br />meeting at 1:35 P.M.
<br />
<br />1:30 P.M. PUBLIC HEARING: to consider the vacation or abandonment of county
<br />road located in Plat of a tract of land comprising a part of Nine Bridge Road
<br />situated in NWl/4 SW1/4 20-10-9 Hall County.
<br />
<br />Present were Attorney John Brownell and his client from USA Inns of America
<br />who requested the vacation of road. Also present was Dan Hostler, Hall County
<br />Public Works Director.
<br />County Clerk read t~e affidavit of publication as pll~~ished in Grand Island
<br />- Independent, on April-28th, May 5th and May 12th, 1992.
<br />
<br />Attorney John Brownell spoke in regard to the location and reasons for the
<br />request to vacate or abandon the road in question.
<br />
<br />Dan Hostler, Public Works Director spoke to inform the Board Members that there
<br />is a 45 foot right of way that should be considered to be reverted back to the
<br />
