Mr. Humphrey showed pictures of the new proposal to
run the piping through the tunnel from the courthouse annex to the courthouse. They explained
that this tunnel would always be kept in place and also noted that it is very close to the surface.
At the low point it is still 7 feet high the chiller could be placed outside in the smoking area and
they could use the old laundry room for the mechanics. This is a much better solution.
Mr. Quandt questioned what the cost would be and they stated that it would be the same but
there would be a huge savings on the down time. The new pipes can be installed with the old
system still working. The work would still be done at night and weekends.
Mr. Ziola noted that there would be some security issues because they still use the holding cells
and the tunnel would have to be cleared of tools during the day.
Discussion was held if the chillers could stay and would the tunnel have to stay. The old 30 inch
tunnel would have to stay because of the phone lines and the fiber optics, but they are getting
quotes to move the fiber optic lines. The facilities committee discussed this and it may change
depending on what option is used for the courthouse addition.
Mr. Quandt asked if the chillers would need to be moved would this need to be addressed now.
Mr. Arnold noted that the area in the laundry room would stay the only question would be if the
tunnel will stay they would not be throwing money away to move the chillers
Mr. Schuppan what would happen if the old jail is removed and they have discussed to add
extra conduit anyway.
Discussion was held on the existing pumps and they asked if they were big enough. Mr.
Jackson stated that he thinks they are but he will double check to make sure.
There are also booster pumps that would need to be moved. Discussion was held on the time
line and if it will be possible to still have the bid opening on December 16th. Mr. McFarland
stated these issues could be listed as separate line items on the bids
Stacey reminded the board member that if the bids were received on December 16th they would
bring back a recommendation on December 30th but that meeting may not be held.
