9:05 a.m. Held a Board of Equalization meeting. <br /> 9:08 a.m. Returned to the regular meeting <br /> PUBLIC PARTICAPATION - Chairman McFarland called for public participation and no one <br /> responded. <br /> 5 COUNTY ATTORNEY— Mr. Zitterkopf stated that he did not have any items. <br /> 13. DISCUSSION ON APPOINTMENT OF DEPUTY COUNTY CLERK- County Clerk <br /> Marla Conley stated that according to the nepotism policy in the county handbook it is <br /> necessary to bring this issue to the County Board. She received notice that her bookkeeper <br /> was leaving effective January 1st and Pam Dubbs give her 6 days' notice that she was resigning <br /> to take the position at the corrections department. She is requesting the board to approve the <br /> appointment of Shanda Conley as deputy county clerk. She has 15 years' experience in the <br /> office. <br /> Chief Deputy County Attorney Jack Zitterkopf stated that the only reason this h <br /> as came forward is because of the nepotism policy. Discussion was held. <br /> Arnold made a motion and Lancaster seconded to approve the appointment of Shanda Conley <br /> as deputy county clerk. <br /> Mr. Purdy stated that he has reservations and suggested to delay this until applications are <br /> received. <br /> Mr. Arnold stated that there has to be a working relationship for the deputy position and <br /> employee should be able to move up. <br /> Ms. Lancaster stated that this may not be the best thing but under the circumstances <br /> The only option would be to appoint her as a temporary deputy and then see what applications <br /> are received. Arnold noted that it is hard to take someone off the street for a position like this <br /> and just throw the experience to the wind. Shanda was hired in February 1999 and was not <br /> married until 2008. <br /> Mr. Zitterkopf stated he read the policy last week and it does not prohibit the appointment. The <br /> official can make the appointment with disclosure to the county board. He stated that he has not <br /> personally heard of any complaints or inappropriate behavior on either part. They most certainly <br /> will be under a microscope and she would need to let any new employees know the <br /> circumstances. <br /> The vote on the motion was taken. Arnold, Lancaster, McFarland and Ziola all voted yes and <br /> Purdy, Quandt and Schuppan voted no. Motion carried. <br /> COMMITTEE OR BOARD MEMBER'S REPORTS — Mr. Quandt stated that Scott sent the e <br /> mail regarding the county board meetings and the September 9th meeting is still running. Mr. <br /> McFarland stated that he watched the meeting from 2 weeks ago and reminded the board <br /> members to use their microphones. <br /> Ms. Lancaster stated that the CVB has completed the payments for the state fair and there are <br /> dollars in the brick and mortar fund. There are so many needs and Brad with CVB, has looked <br /> 2 <br />
