COUNTY ATTORNEY—A) EXECUTIVE SESSION REGARDING PROPERTY <br /> ACQUISITION <br /> B) EXECUTIVE SESSION REGARDING LITIGATION STRATEGY— Lancaster made a motion <br /> and Ziola seconded to go into executive session regarding property acquisition and litigation <br /> strategy. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and <br /> none voted no. Motion carried. <br /> 9:15 a.m. executive session regarding property acquisition <br /> 9:43 a.m. went out of executive session regarding property acquisition <br /> 9:43 a.m. executive session regarding litigation <br /> 9:50 a.m. went out of executive session regarding litigation <br /> Arnold made a motion and Quandt seconded to go out of executive session no other subjects <br /> were discussed no votes were taken and no action was taken. Motion carried. <br /> C) DISCUSSION & POSSIBLE ACTION ON POLITICAL SUBDIVISION TORT CLAIM OF <br /> GRAND LIQUOR MART &TOBACCO ROW LLC-- Lancaster made a motion <br /> And Ziola seconded to settle the claim with Grand Island Liquor Mart for$2,316.75. Arnold, <br /> Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and none voted no. <br /> Motion carried. <br /> 6.10:00 A.M. PUBLIC HEARING REGARDING AN AMENDMENT TO THE HALL COUNTY <br /> COMPREHENSIVE PLAN FOR THE ADDITION OF ENERGY ELEMENT <br /> Quandt made a motion and Purdy seconded to open the public hearing. Arnold, Lancaster, <br /> McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and none voted no. Motion <br /> carried. <br /> Regional Planning Director Chad Nabity was present he stated that the comprehensive <br /> development plans were required to have 4 elements and now they have added this 5th <br /> requirement. All communities and counties in Nebraska except villages are required to have an <br /> ene r gy element in their plan by January ry 1 2015. The Planning Commission selected Marvin <br /> Planning Consultants to complete the project. The intent of the energy element is to get <br /> communities to look at their energy usage and determine ways to maximize the efficiency of <br /> their energy use in public facilities and with public equipment. This plan meets the intent of the <br /> law. The planning commission held a public hearing regarding the amendment of the <br /> comprehensive plan and recommended to approve the amendment. The wind regulations were <br /> added to the plan and it is a good idea to make provisions for alternative energy also. <br /> Lancaster questioned if there are best practices and Mr. Nabity stated that this meets the state <br /> 2 <br />
