Arnold noted that state status states they can be paid no less than 65% the county pays 75%. <br /> What is the deputy's job description and what should they be paid. The chief deputy sheriff <br /> makes more than the sheriff. There needs to be a better way but the elected official's salaries <br /> are set. <br /> Jack Zitterkopf chief deputy county attorney stated he does not make more than the county <br /> attorney and he has been treated well. His concern is the salary for the deputy county <br /> attorneys. Hall County starts the deputies at $44,000.00 to $64.000. Fred has a good example <br /> of the same problem in the county attorney's office. They had applications from an attorney <br /> from Lancaster County and Weld County Colorado. He came with his wife who is an MD but he <br /> stated he could not accept the position because of the salary. Jack noted that he and Mark will <br /> not be around forever and this applies to all elected officials. They have a good staff but the fact <br /> is some of the attorneys are here because spouses have better paying jobs and they come <br /> because they want the experience. They recently hired a deputy county attorney from Albion at <br /> the starting wage and he had 7years experience he just wanted to be in Grand Island this won't <br /> last forever something has to happen. <br /> County Treasurer Peg Pesek stated that in the last 4 months she has had to hire 3 new motor <br /> vehicle representatives she received 100 applications and interviewed 15 but the starting wage <br /> was a concern. She was able to hire someone at$10.72 an hour. She is requesting the board <br /> consider the 8.75%for all employees. She noted that her bookkeeper has 29 years experience <br /> and is at$14.69 an hour they start at the city for$14.00. There needs to be a salary study; <br /> She also requested that the deputy's percentage rate be increased to 80%. She note that 2 <br /> employees quit for better paying jobs. <br /> Sheriff Jerry Watson distributed information regarding cola increases and noted the salaries <br /> over the past 10 years. He stated that there needs to be a good wage in place from the bottom <br /> to the top. <br /> 14. DISCUSS AND TAKE ACTION ON WAGE STUDY— Lancaster made a motion and Arnold <br /> seconded to proceed with contracting for a wage study with Paul Essman with Capital City <br /> Concepts. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes <br /> and none voted no. Motion carried. <br /> Mr Ruiz stated that he is confident that the study will comeback supporting the 8.75% increase. <br /> He noted that the sheriff uses the negotiated salary as a basis for his deputies and is used as <br /> the standard in his department. If this is good for one department then it is good for everyone. <br /> If they are certified staff they would be part of the bargaining unit. <br /> Arnold noted that the captains and sergeants are not in the union. Discussion was held on the <br /> level of the deputies and Arnold stated that there are 3 levels. But now some of the sergeants <br /> in the jail will be making the same as the officers. The non union officers need to be addressed <br /> now the camps are different and a wage study will address what is needed for next time. It is <br /> important to stay consistent. <br /> County Surveyor Casey Sherlock stated that he has the same issues their salaries have only <br /> been increased by the cola increases. The wage study will address what is needed. <br /> Discussion was held. <br /> Arnold made a motion and Lancaster seconded to approve the 8.75% increase for the <br /> corrections department Arnold amended the motion to approve the increase for the non union <br /> 7 <br />
