12. CORRECTION STEERING COMMITTEE RECOMMENDATION — DISCUSSION AND <br /> POSSIBLE ACTION REGARDING SALARY FOR NON BARGAINING UNIT CERTIFIED <br /> STAFF —County Attorney Mark Young requested to address the board. He'stated that he <br /> wants to make it clear that he is not saying that other departments are not watching the bottom <br /> line everyone works hard on the budgets. His office manager job description is out of date and <br /> needs to be updated. The salaries have not kept pace they have been careful and work hard <br /> but are falling behind on a salary basis. He noted that Buffalo County deputies start at <br /> $55,000.00. As a matter of fairness whatever is given to the union the nonunion and other <br /> employees should be the same. The county will be addressing budget catch up issues for <br /> several budget cycles. It is matter of'equity and fiscal sense and we should not have salary <br /> disparity between offices. <br /> Lancaster noted that the MSA status will change what was done. It may not be possible to <br /> change the wages for the elected officials if the law does not allow it. The salaries are set for 4 <br /> years but it is important to recognize and understand what needs to be addressed in the future. <br /> Arnold stated he made motion to go to the 8.75% in January after the salary survey and he <br /> believes when we get the salary survey back it will show the necessary increases but if not <br /> addressed we will have positions at a higher level of pay than the supervisors. This needs to be <br /> done. <br /> Mr. Young stated he understands the logic it is only fair that is addressed. The day is coming <br /> when leadership position leave and retire the county will need to have that reservoir of <br /> experienced people. <br /> Lancaster stated she supports Scott's position we need the study. The job descriptions have <br /> not kept up but she does not know if the entry level position will warrant the 8.75% increase <br /> other departments do not have employees with higher degrees so it may be an issue with entry <br /> level jobs. <br /> Mr. Young stated he does not want a fight between departments it is shared responsibility we <br /> have been too cautious regarding raises and department heads have done what the board has <br /> requested now we are at a point need to look at the wages. <br /> 13. DISCUSSION AND POSSIBLE ACTION REGARDING SALARY INCREASE FOR NON <br /> UNION EMPLOYEES FOR HALL COUNTY- County Assessor Jan Pelland stated the salaries <br /> for the Clerk, Assessor, Treasurer, Clerk of the District Court and Register of Deeds are set by <br /> resolution and the deputies make 75% of their salary and when they receive a cola it is only <br /> percentage of the cola. The deputies' need to receive a higher% of the elected officials this <br /> needs to be addressed the non union and deputies are being left behind. <br /> 6 <br />
