9:05 a.m. The Board of Equalization meeting was called to order <br /> 9:10 a.m. The Board of Equalization meeting was adjourned. <br /> PUBLIC PARTICIPATION —Chairman McFarland called for public participation and no one <br /> responded. <br /> 5a COUNTY ATTORNEY-ACTION ON INTERLOCAL COOPERATION AGREEMENT <br /> BETWEEN THE CITY OF GRAND ISLAND AND THE COUNTY OF HALL FOR TRANSIT <br /> SERVICE - This is the agreement between the City of Grand Island and Hall County for the <br /> continuation of the public transportation that was started last year. The urban funds were not <br /> available. The city reimburses the county for the fees. Lancaster stated that this is the same as <br /> last year the county only provided the matching dollars for 1 bus at $11,000.00. <br /> Lancaster made a motion and Quandt seconded to approve the interlocal agreement. <br /> Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and none <br /> voted no. Motion carried. <br /> 5b DISCUSSION & POSSIBLE ACTION ON THE REQUEST OF THE GRAND ISLAND YMCA <br /> FOR AUTHORIZATION TO USE COUNTY ROADS FOR A MARATHON DURING THE STATE <br /> FAIR -The Grand Island YMCA is requesting to host a marathon on August 23. Mr. Zitterkopf <br /> stated that the primary concern was liability so they were requested to provide an endorsement <br /> for the liability insurance and they requested a hold harmless clause. A local attorney prepared <br /> a release of liability for the runners, but they did not provide the hold harmless clause for Hall <br /> County. He is requested the board to authorize the chair to sign the permit. <br /> Purdy made a motion and Quandt seconded to authorize the Chair to sign the agreement for the <br /> special event. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes <br /> and none voted no. Motion carried. <br /> PUBLIC WORKS <br /> 6 b) Discuss and approve resolution establishing maximum lawful speed of 35 mph on Elm <br /> island road from us highway 34/281 frontage road east to nine bridge road Casey Sherlock was <br /> present he stated the road goes through Francis Hannons property and he installed a 25 mps <br /> speed limit sign. He cannot legally install a sign. <br /> 6c) Discuss and approve resolution establishing stop control for westbound vehicles on Elm <br /> Island road at the intersection with the US Highway 34/281 frontage road <br /> Casey stated that there was a request for a stop sign on US Highway 34/281 frontage road. <br /> The county engineer recommends placing a stop sign on the intersection of Elm Island Road <br /> and US Highway 34/281 Frontage Road. Casey stated that this had been a long standing <br /> problem. <br /> Quandt made a motion and Arnold seconded to approve Resolution #14-036 setting a maximum <br /> speed limit of 35 MPH for traffic on Elm Island road from US Highway 34/281 frontage road to 9 <br /> Bridge Road. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes <br /> and none voted no. Motion carried. <br /> 6c Quandt made a motion and Arnold seconded to approve Resolution #14-037establishing <br /> 4 <br />
