Arnold he suggested having a public meeting to tour the building. There are buildings that need <br /> to be torn down and they also need to address the old health department building and the <br /> DHHS building. Probation has large space needs. <br /> Lancaster noted that probation has juvenile and adult probation space needs and the day <br /> reporting center. These are all legislative decisions that are unfunded mandates. There is <br /> $72,000.00 for renovations of space and they are looking at the garden level of the courthouse <br /> annex. They are also looking at the demolition of the area where the old jail cells were located. <br /> They still need more information and will bring it back to the board. <br /> Quandt agreed they need more discussion on the federal building and closing Pine Street it is <br /> good for the entire board to discuss these issues. <br /> Chief Deputy County Attorney Jack Zitterkopf stated it has been questioned how many board <br /> members have to be present to conduct a meeting. The old statute indicated 2/3's of the <br /> elected body constituted a quorum and that would be 5 and this is what is in the county board <br /> guide lines. But the new statute states 4 shall constitute a quorum. He looked at Robert rules <br /> of Order the legal number is 4. He has concern that if the board guild lines state 5 he does not <br /> think they can. <br /> Ms Overstreet noted state law says 4 but the board policy is more restrictive. <br /> Mr. Zitterkopf has concern that the statutes do not allow that. Discussion was held and <br /> Lancaster asked if Jack could contact the attorney general for an opinion to see if the board <br /> policy could be more restrictive. She has a serious concern allowing 4 to make a decision for <br /> Hall County. Mr. Zitterkopf stated it also makes it easier for 3 people to stall business. <br /> Mr. Zitterkopf stated he will be happy to see what he can get from the attorney general's office. <br /> They have people dedicated to these issues. <br /> Mr. Purdy stated he will have to leave the meeting on Wednesday and wants to make sure that <br /> there are 5 board members present. <br /> BOARD ASSISTANT'S REPORT— Stacey reminded the board members of the meetings for <br /> county sheriff negotiations for the FOP, the meeting in Fremont for DHHS and the special <br /> budget board meeting. <br /> 5 10:00 A.M. The information from Chris Rea was included stating that there was no <br /> reason to not approve the license. <br /> Brandi Bosselman was present and stated they are excited about Quaker Steak & Lube. They <br /> will also be doing some outside activities and they are requesting the county board to approve. <br /> Chairman McFarland called for public participation and no one responded. <br /> Quandt made a motion and Ziola seconded to close the public hearing.
