9:05 a.m. Held a Board of Equalization meeting <br /> 9:13 a.m. adjourned the Board of Equalization meeting <br /> PUBLIC PARTICIPATION —Chairman McFarland called for public participation and no one <br /> responded. <br /> COUNTY ATTORNEY— No items listed. <br /> COMMITTEE OR BOARD MEMBER REPORTS - Mr. McFarland reported that the facilities <br /> committee met with Jon Jackson with Specialty Engineering and Brad Kissler with Cannon <br /> Moss and discussed the HVAC project at the court house Jon will come back in 4 weeks to <br /> address the entire board. Cannon Moss is the sub contractor and they will look at all of the <br /> issues. They will come back with a time line and how to proceed with the project. <br /> Lancaster noted that Cannon Moss would serve as the consultant for Mr. Jackson it had not <br /> been clearly identified who was involved in this project and it is imperative that the board is <br /> comfortable and ask all the questions that they want to ask. They will also need to consult with <br /> the Judges so they know what will be going on. They thought there would be an interruption in <br /> the heating and air and that would not work so they have to make sure to address that issue <br /> and also what will happen when court is in session. It is important to know who the responsible <br /> party is. They also discussed the time line and how the work could be done. <br /> McFarland stated Mr. Jackson requested more time to prepare before he came back. <br /> Quandt stated they need to address the HVAC but still need to address the space issues. <br /> Schuppan suggested adding to the court house annex even though they do not use B1 or B3 <br /> they still need to look at expansion. <br /> Lancaster stated that this is a very expensive project and have agreed not to wait any longer. <br /> The space needs are not going to go away but the heating and cooling need to move forward. <br /> Arnold stated he understands that the additional space is not as urgent but he also wants to <br /> move forward. He asked if it would help to close Pine Street and move forward with that plan. <br /> They need to look at what authorization is necessary to close the street. He expressed concern <br /> about isolating the annex. All of the issues are going to take time. <br /> McFarland stated he met with the city building inspector, fire chief, engineers and public works <br /> director and posed the question to close Pine Street them and it was unanimous. The city <br /> council would make the final decision but they should also contract Home Federal. No one has <br /> made a formal application. <br /> Arnold stated the county could show some commitment that they are moving forward and <br /> maybe they could have a public hearing to address this issue. <br /> Lancaster also stated that she is still interested in looking at the federal building. It does not <br /> solve all of the space issues but if it could be acquired reasonably it would be good office space <br /> and it is in a good location. Even though there are limits on what can be done there is a <br /> courtroom that could be used for something besides county or district court. It could be used in <br /> the future. Sue Gugel was present yesterday and what may come in the future for them is <br /> unknown. This would be at least a year down the road. <br /> 2 <br />
