4 COUNTY ATTORNEY - CONSIDERATION &APPROVAL OF TEMPORARY SHELTER <br /> PLACEMENT & SERVICE AGREEMENT WITH BOYSTOWN AND AUTHORIZATION OF <br /> BOARD CHAIRMAN TO SIGN THE SAME - Deputy County Attorney Jack Zitterkopf stated he <br /> does not have a lot of back ground on this agreement. He forwarded this to Kelli Schadwinkel, <br /> Todd Usury and Mark Young and there were no issues or changes from the previous document, <br /> just the dates and the amount per day was set at$180.00. <br /> Lancaster expressed concern that the board did not receive an update regarding the agreement <br /> before the meeting; the board needs to be informed. <br /> Mr. Zitterkopf contacted the parties involved and they could have come forward <br /> Mr. Ziola stated that he is the chair of the criminal justice and juvenile services committee and <br /> the committee's are not inactive but a lot of the decisions are made by the county attorney. <br /> Lancaster made a motion and Ziola seconded to approve the agreement and authorize the chair <br /> to sign. <br /> Mr. Ziola stated that these are youth between the ages of 10 to 18 that may be in crisis and this <br /> offers counseling and temporary shelter until they can be returned to their parents. Lancaster <br /> stated that if there is limited bed space we need to make sure that there is room if needed. <br /> Discussion was held to have an update on this in two weeks. <br /> The vote on the motion to approve the agreement was taken. Lancaster, McFarland, Purdy, <br /> Quandt, Schuppan and Ziola all voted yes and none voted no. Arnold was absent for the vote. <br /> Motion carried. <br /> 9:18 a.m. Mr. Arnold arrived at the meeting. <br /> 5 PUBLIC WORKS A) DISCUSS AND APPROVE INTERLOCAL AGREEMENT WITH <br /> BUFFALO COUNTY FOR ENGINEERING SERVICES - Mr. Schuppan stated that this started <br /> some time ago and there was not an interlocal agreement. Buffalo County had asked Hall <br /> County for the engineering services and this agreement spells out the terms. Mr. Ziola stated <br /> that the Buffalo County Supervisors approached him regarding this it is a great relationship it <br /> saves time and money. We may see more of this in the future. <br /> Mr. Zitterkopf reviewed the agreement and the dollars will go back to the Hall County Road <br /> Fund. <br /> Schuppan made a motion and Ziola seconded to approve the interlocal agreement. <br /> Lancaster expressed concern that this was another situation where the information should go <br /> through the committee system. Mr. Zitterkopf stated that there could be some formal <br /> communication to the elected officials to encourage communication. <br /> The vote on the motion was taken Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and <br /> Ziola all voted yes and none voted no.
