RESOLUTION #O14-LIQA <br /> Resolution pertaining to Nebraska State Senator Mike Gloor and Legislative Bill 935 <br /> WHEREAS; Nebraska State Senator Mike Gloor, representing the 35th District of Nebraska, <br /> which includes Hall County, has introduced Legislative Bill 935 and; <br /> WHEREAS; Legislative Bill 935 would require the approval of the Nebraska State Legislature <br /> before a State Service or Institution projected to cost or have a fiscal impact of fifteen million <br /> dollars or more could be relocated and, further more, such consideration would stipulate full <br /> transparency and full disclosure of all such costs, economic impacts, and justifications be <br /> submitted to the Executive Board of the Legislative Council and; <br /> WHEREAS; Any move of a State Service or Institution subjected to the criteria outlined in LB935 <br /> shall be approved by the Legislature prior to implementation and; <br /> WHEREAS; LB935 states, "This section applies to any move of a state service proposed on or <br /> after January 1, 2013, except that if the move was proposed prior to the effective date of this <br /> act,this section shall not apply if all sources of funding for the move have been secured or have <br /> been conditionally approved by the effective date of this act." And; <br /> WHEREAS; LB935 does have a significant and deleterious direct impact on the proposed <br /> relocation of the Grand Island Veterans Home which has been an integral part of the <br /> community for 127 years and; <br /> WHEREAS; Hall County, Nebraska has generously and loyally supported and continues to <br /> support the Grand Island Veterans Home and generations of U.S. Military Veterans who served <br /> their country with honor in time of peace and in time of war from the aftermath of Civil War to <br /> the present, at it's location in Grand Island Nebraska and; <br /> WHEREAS; A viable "Alternate Proposal" has been submitted for consideration to the United <br /> States Department of Veterans Affairs and members of the Nebraska Legislature and; <br /> WHEREAS; This Alternate Proposal is estimated to save Federal and Nebraska state taxpayers as <br /> much as Fifty Million Dollars or more while meeting all prescribed, specified and projected <br /> requirements, standards, quality of life goals, and health and safety parameters in a location <br /> that is familiar, comfortable, and esthetically pleasing to our aged Veterans and; <br />
