5 PUBLIC WORKS -AWARD BID FOR 2014 TANDEM AXLE CHASSIS 57,000 GVWR TRUCK <br /> WITH DUMP BODY, HYDRAULICS & PLOW HITCH — Mr. Schuppan stated that the Casey <br /> reviewed the bids and put this on the agenda. This was the low bid of$122, 154.00 from <br /> Hansen International Truck; they traded in the 1997 Freightliner but not the 1986 GMC truck. <br /> Schuppan made a motion and Arnold seconded to accept the bid from Hansen International <br /> Truck for$122,154.00. Arnold, Lancaster, McFarland, Quandt, Schuppan and Ziola all voted <br /> yes and none voted no. Purdy was absent. Motion carried. <br /> 7. DISCUSS AND SET PUBLIC HEARING DATE REGARDING THE DISCONTINUATION OF <br /> A SEPARATELY ELECTED HALL COUNTY WEED BOARD <br /> Mr. Quandt stated that it does not make sense to have 2 boards, he is a voting member on the <br /> weed board and when they meet there are 3 motions approve the minutes pay the claims and a <br /> motion to adjourn. The members receive $50.00 for attending the meetings and the County <br /> Board votes on the claims again. He wants to put it back on the ballot, it is duplication of <br /> services. He questioned if we had to have a public hearing but stated it may be a good idea. <br /> The ballot language has to be submitted by March 3, 2014. <br /> Ms. Lancaster agreed that it is a good idea to have a public hearing for public input. Mr. <br /> Zitterkopf stated he talked to Neal Eriksen to see if it could be put back on the ballot so soon <br /> and if it can be on a primary election and this was OK and there is no requirement for a public <br /> hearing but it is the right thing to do. <br /> Mr. Schuppan stated that this was just on the ballot and they heard from the public once but he <br /> agrees with the issue of duplication. <br /> Francis Hannon Chairman of the Hall County Weed Board requested to address this issue. He <br /> expressed concern on the following items. <br /> • He noted that the weed board members offered to abolish their$50.00 a meeting salary <br /> • Expressed concern that Mr. Quandt has musk thistle and weeds that need addressed <br /> • The weed board members drive around the county and check if there are problem areas <br /> and questioned who would do this <br /> • He expressed concern that Mr. Quandt has a grudge against the weed board <br /> • He noted that the taxpayers voted once to keep the weed board he asked the board to <br /> think before they voted <br /> Mr. McFarland stated that this will only set the public hearing. <br /> Mr. Hannon asked that if this goes for a vote he would like someone to see if they can abolish <br /> their salaries <br /> Mr. Arnold stated he supports holding the public hearing. Mr. Ziola stated he was on the radio <br /> and overall he is looking at stream lining county functions he also supports the public hearing. <br /> Mr. Quandt expressed concern on some of Mr. Hannon's comments. <br /> Ziola made a motion and Quandt seconded to set a public hearing on the discontinuation of the <br /> weed board for February 11, 2014 at 10:30 a.m. Arnold, Lancaster, McFarland, Quandt, <br /> Schuppan and Ziola all voted yes and none voted no.
