<br />C!d ~~ 9/ <br /> <br />'l <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, MARCH 24, 1992 <br /> <br />" <br /> <br />The Hall County Board of Supervisors met at 9:00 A.M. from adjourned session <br />and by published call with Chairperson Margaret Landis presiding. <br /> <br />Present on roll call were Irene Abernethy, Richard Frauen, Richard Hartman, <br />Margaret Landis, Robert Leslie, Gary Quandt and Bill Wright. None were absent. <br /> <br />Invocation was given by Abernethy. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of March 17th meeting were accepted as received by mail, on motion by <br />Frauen, seconded by Quandt. On roll call vote Abernethy, Frauen, Hartman, <br />Leslie, Quandt, Wright and Landis voted yes, none voted no. Motion carried. <br /> <br />- ----- <br /> <br />Deputy County Attorney Jerry Janulewicz stated he had reviewed the Enhanced <br />911 system contract and assignment to B.T.S. and both seem to be in order. <br />Howard Maxon, Communications Director was present also. <br />Motion by Frauen, seconded by Quandt to approve and authorize chairperson <br />to sign the Communications Equipment and Services Agreement and also the <br />Assignment of contract rights for the Enhanced 911 system. On roll call vote <br />Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis voted yes, none <br />voted no. Motion carried. <br /> <br />Attorney Janulewicz spoke in regard to the employees staff meetings for <br />Wednesday April 1, 1992 in regard to the Industrial Hygienist report on <br />odor problems in Admin~~tratiQnbuilding. Meetings have been set for <br />9:30 A.M., 10:30 A.M~', 2~_JLO~--M-"~ 3:00 P.M. and 4:00 P.M. all on April 1st <br />Frauen, Leslie, Abernethy, Landis, and Wright will each attend one meeting <br />in order listed. <br /> <br />Attorney Janulewicz spoke in regard to the Health Insurance benefits for <br />County Assessor's office employee Marilyn Lantzer. He recommended the <br />Board denies payment of health insurance benefits and gave reasons. <br />Motion by Frauen, seconded by Abernethy to accept Attorney's opinion and <br />denypayirrg-the lady health insurance benefits while on leave of absence. <br />On roll call vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and <br />Landis voted yes, none voted no. Motion carried. <br /> <br />Attorney Janulewicz reported the tax foreclosure Sheriff's sale on Lot 21 <br />Freedom Acres is set for April 3, 1992 at 2:00 P.M. It is a vacant lot and <br />delinquent taxes are $1600. He asked Board Members opinion if wished the <br />County Attorney's office representative to place a bid on the property. <br />Discussion followed. <br />Motion by Frauen, seconded by Leslie, we do not place a bid on the <br />property located at Lot 21 Freedom Acres at the tax forclosure sale, and <br />to send notice to adjoining land owners. On roll call vote Abernethy, <br />Frauen, Hartman, Leslie, Quandt, Wright and Landis voted yes, none voted <br />no. Motion carried. <br /> <br />The Inter-Local Cooperation Agreement for the construction of an 1-80 Inter- <br />change and itnerimprovement of South Locust Street between State of Nebraska <br />Department oI~oads, County of Hall and City of Grand Island was presented <br />for consideration. <br />Attorney Janulewicz spoke in regard to the agreement. Lengthy discussion <br />followed. <br />Motion by Leslie, seconded by Abernethy <br />Chairman to sign the Inter-Local Agreement. <br />Frauen, Leslie, Wright and Landis voted yes, <br />Motion carried. <br /> <br />to approve and authorize the <br />On roll call vote Abernethy, <br />Hartman and Quandt voted no.c <br /> <br />Lauri~_S~uiti~ Director of Crisis Center presented a proposal for the McKinney <br />emergency shelter grant program and requested approval from County Board for <br />the applications to be submitted for $25,000.00 a small portion of funding to <br />maintain the present shelter facility and_addi tTOIiaJ..-'monies to expand into a <br />second shelter for homeless persons experiencing tam1ly violence to accommo- <br />date the waiting list which has developed for shelter space. <br />Motion by Quandt, seconded by Frauen to approve and authorize chairman <br />to sign the letter of applications for funding. On roll call vote Abernethy, <br />Frauen, Hartman, Leslie, Quandt, Wright and Landis voted yes, none voted no. <br />Motion carried. <br /> <br />Izola Sargent and Lois Stienike, Senior Citizens Industries were present. <br />Izola presented the request for Handibus funding for 1992-1993 budget year. <br />Hall County's share of operating budget is $1934.00 less than last year. <br />They are requesting $26,135.00 for Hall County's share for 1992-1993 budget. <br />Discussion on section 18 funds, the cab tickets available this year listed <br />as 5000 and effective July 1, 1992, cab tickets may be used 24 hours day and <br />
