Motion carried. <br /> <br />Chairperson recessed meeting for a Building & Grounds Committee meeting. <br />Returned to session and Leslie, Building & Grounds Committee member reported <br />the committee recommends accepting the bid of Anderson Ford, 4 cylinder pick- <br />up without air conditioning. <br />Motion by Leslie, seconded by. Quandt to accept the committee recommenda- <br />tion to accept Anderson Ford bid. On roll call vote Abernethy, Frauen, Leslie, <br />Quandt, Wright and Landis voted yes, none voted no, with Hartman absent. Motion <br />carried. <br /> <br />-3 <br /> <br />State of Nebraska Department of Roads agreement for Project Number RS-L-40C <br />(101) AIda South was presented. <br />Dan Hostler, Public Works Director explained the location and need for <br />land survey corners and establishment of witness corners as necessary. <br />Motion by Quandt, seconded by Abernethy to authorize chairman to sign <br />the agreement with State of Nebraska. On roll call vote Abernethy, Frauen, <br />Leslie, Quandt, Wright and Landis voted yes, none voted no, with Hartman <br />absent. Motion carried. <br /> <br />Emergency Action plan for County Highway Department building was presented <br />and changes were explained by County Board Assistant. <br />.Motion by Quandt, seconded by Abernethy to approve the Emergency Action <br />Plan;',for County Highway Department Building as presented. On roll call vote <br />Abernethy, Frauen, Leslie, Quandt, Wright and Landis voted yes, none voted no, <br />witn. Hartman absent. Motion carried. <br /> <br />County Board Assistant explained the resolution to establish a county safety <br />committee and policies. <br />Motion by Abernethy, seconded by Quandt to adopt Resolution #1358 to <br />establish the committee as presented. On roll call vote Abernethy, Frauen, <br />Leslie, Quandt, Wright and Landis voted yes, none voted no, with Hartman <br />absent. Motion carried. <br /> <br />RESOLUTION *MK' <br /> <br />A RESOLUTION ESTABLISHING A COUNTY SAFETY COMMITTEE AND POLICIES <br />RELATED THEEETO. <br /> <br />WHEREAS, Hall County acknowledges its responsibilty to take action as <br /> <br />necessary to insure the safety and well being of its employees; and <br /> <br />WHEREAS., through establishment of a Safety Committee, the County is <br /> <br /> <br />committing itself to the development of those policies and procedures which <br /> <br />will provide the necessary framework to meet these goals. <br /> <br />NOW, BE IT RESOLVED by the Hall County Board of Supervisors as <br />follows: <br /> <br />1. That the County Board Assistant is hereby designated and assigned to <br />perform the duties of the County Safety Officer. <br /> <br />2. The Safety Officer shall serve as the Chairperson of the county <br />level safety committee and will be an ex-officio member of all department <br />level safety committees. The Safety Officer will coordinate the <br />investigation of all personal injury and property loss accidents, will be <br />available to assist department level persorinel with routine premises <br />inspections, will conduct special premises inspections as needed, will make <br />a quarterly report on the Safety Program to the County Board, and will be <br />the primary contact between the County and the Nebraska Intergovernmental <br />Risk Management Agency (NIRMA). <br /> <br />3. A Safety Committee is hereby formed to assist the county and the <br />Safety Officer in the administration of the safety program. Membership <br />shall include the County Safety Officer and one representative from each of <br />the following: A.dministration, Building: and Grounds, Road Department, Weed <br />Department, Sheriff's Department, and Early Response Teams. <br /> <br />4. The Safety Committee shall: 1. meet at least once each quarter; <br />2. review and aid in the coordination of safety activities of all <br />departments within the county; 3. review all department level safety <br />reports; 4. review all accident reports to study causes and determine <br />
