<br />HALL COUNTY BOARD OF SUPERVISORS MEETING, MARCH 3, 1992

<br />~ The Hall County Board of Supervisors met at 9:00 A.M. from adjourned session
<br />~nd by published call with Chairperson Margaret Landis presiding.
<br />
<br />Present on roll call were Irene Abernethy, Richard Frauen, Richard Hartman,
<br />Margaret Landis, Robert Leslie, Gary Quandt and Bill Wright. None were absent.
<br />
<br />Invocation was given by Abernethy.
<br />
<br />Pledge of Allegiance was given.
<br />
<br />MinutescCilf February 25th meeting were accepted as received by mail, on motion by
<br />Quandt, seconded by Frauen. On roll call vote Abernethy, Frauen, Hartman,
<br />Leslie, Quandt, Wright and Landis voted yes, none voted no.
<br />
<br />Deputy County Attorney Jerry Janulewicz was present for the Executive Session
<br />for Social Services General Assistance - Jessie Rivera Appeal.
<br />Motion by Frauen, seconded by Quandt to go into Executive Session for
<br />the Social Service - Jessie Rivera Case. On roll call vote Abernethy, Frauen,
<br />Hartman, Leslie, Quandt, Wright and Landis voted yes, none voted no. Motion
<br />carried.
<br />
<br />Executive Session at 9:04 A.M. Present were Jerry Janulewicz, Deputy County
<br />Attorney, Social Service Representatives Ethel Rasmussen and Susan Stuckert;
<br />Sook Killefer, Restaurant Manager Riverside Inn; Jessie Rivera and his attorney
<br />Sam Zeleski, Western Legal Aid.
<br />Motion by Frauen, seconded by Hartman to return to regular session. On roll
<br />call vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis voted
<br />yes, none voted no. Motion carried.
<br />Returned to regular session at 9:53 A.M.

<br />Motion by Frauen, seconded by Quandt to concur with Social Services decision
<br />on the General Assistance appeal and deny the Jessie Rivera appeal. On roll
<br />call vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis voted
<br />yes, none voted no. Motion carried.

<br />10:00 A.M. Public Hearing consider the proposed amendment to Hall County
<br />Zoning Resolution to permit animal or poultry packing and rendering plants as
<br />a conditional use permit in AG-l Zone and add under Section.5.l(c) of zoning
<br />resolution.
<br />Affidavit of publication was read as published in Grand Island Daily
<br />Independent on Friday, February 21, 1992.
<br />Nelson Helm, Regional Planning Director read the letter dated February 6,
<br />1992 in regard to the public hearing held at Regional Planning Commission meet-
<br />ing on February 5, 1992 recommending the County Board amend the Hall County
<br />Zoning Resolution by adding animal or poultry packing or rendering plants under
<br />Section 5.l(c) .
<br />Ken Elson Attorney spoke representing Ed Meiniger and Platte River By-
<br />Products concerning the operation and to answe~ questions from the County
<br />Board members. He stated they are currently in compliance with all necessary
<br />EPA, DEC and other permits.
<br />No one present spoke opposing the proposed amendment.
<br />
<br />Motion by Frauen, seconded by Wright to request County Attorney to prepare a
<br />Resolution to amend the Hall County Zoning Resolution. On roll call vote
<br />Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis voted yes, none
<br />voted no. Motion carried.
<br />
<br />Nelson Helm, Regional Planning Director presented. quarterly report for the
<br />Regional Planning Commission activities.
<br />
<br />County Attorney Ellen Totzke was present and requested starting a Criminal
<br />Justice Committee Diversion Program and County Attorney be allowed to hire
<br />an additional secretary to be one half time on diversion program and one half
<br />time on processing returned check cases. Estimated total cost of 3000 to. 4000
<br />dollars for balance of this budget year. County Attorney's budget could be
<br />overspent by about 1000 dollars.
<br />Motion by Quandt, seconded by Abernethy to grant County Attorney's request
<br />for an additional secretary in her office. On roll call vote Abernethy, Frauen,
<br />Hartman, Leslie, Quandt, Wright and Landis voted yes, none voted no. Motion
<br />carried.
<br />
<br />Quandt questioned County Attorney Totzke on the delinquent tax foreclosures on
<br />properties. Chairman Landis requested this be addressed at budget time.
<br />
<br />Motion by Quandt, seconded by Frauen to go into Executive Session in regard to
<br />the Heartland Coop vs County Board of Equalization court case negotiations.
<br />On roll call vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis
<br />voted yes, none voted no. Motion carried.
