<br />~- <br /> <br />~~; c?~;C- 3~ <br />.' <br />~ HALL COUNTY BOARD OF SUPERVISORS MEETING, JANUARY 28, 1992 <br /> <br />The Hall County Board of Supervisors met at 8:30 A.M. from adjourned session <br />and by published call with Chairperson Margaret Landis presiding. <br /> <br />Present on roll call were Irene Abernethy, Richard Frauen, Richard Hartman, <br />Margaret Landis, Robert Leslie, and Gary Quandt. Bill Wright arrived at <br />meeting at 9:05 A.M. <br /> <br />Invocation was given by Abernethy. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of January 21st meeting <br />by Frauen, seconded by Hartman. <br />Leslie, Quandt and Landis voted <br /> <br />were accepted as received by mail, on motion <br />On roll call vote Abernethy, Frauen, Hartman, <br />yes, none voted no, with Wright absent. <br /> <br />Alice Mahood, Clerk Magistrate of County Court introduced herself to the County <br />Board members. She visited with Board members about (1) restoration of County <br />Court offices, (2) telephone system for County Court offices and (3) microfilm <br />of records, the current system is not meeting standards, she has contacted <br />some firms to get costs involved and if they can meet the specifications. <br /> <br />Deputy County Attorney Jerry Janulewicz was present. He stated the industrial <br />hygienist was unable to be here this week. Has scheduled for February 3 and 4th <br />or February 4th and 5th. <br /> <br />Deputy Attorney stated he had prepared the resolution in regard to fences and <br />water on county roads and right of ways. <br /> <br />Resolution #1345 was read. Motion by Frauen, seconed by Leslie to adopt the <br />Resolution .#1345 as presented. On roll call vote Abernethy, Frauen, Leslie, <br />Quandt and Landis voted yes, none voted no, Hartman abstained and Wright absent. <br />Motion carried. <br /> <br />RESOLUTION * ./..:J'tJ.r <br /> <br />A RESOLUTION DIRECTING THE COUNTY PUBLIC WORKS DIRECTOR TO PLACE <br />NOTICES NOTIFYING PERSONS NOT TO PLACE. OBSTRUCTIONS. IN ROAD DITCHES <br />AND RIGHT OF WAYS NOR TO ALLOW IRRIGATION SYSTEMS TO ACCUMULATE WATER <br />ON COUN~ ROADWAYS. <br /> <br />WHEREAS, the County Board of Hall COunty, Nebraska, has received <br /> <br />complaints reqarding fences being placed in county road right of way and <br /> <br />complaints of irrigation syst~ diverting water. onto c~tyroads; and <br /> <br />WHEREAS,. the safety of persons travelling on county roads is of great <br /> <br />concern to the County Board of Supervisors; and <br /> <br />WHEREAS, the placing of fence posts ,w:ires, and other obstruction in <br /> <br /> <br />road right of .ways,as well as the diverting of ~:r:i~ion water onto roads, <br /> <br /> <br />endangers, or J;1.as the potential of endanger~g, those using county roads; <br /> <br />and <br /> <br />WHEREAS, the placing of obstructions on county roads and road right of <br /> <br />ways and the diversion of irrigation water onto or across public roads is <br /> <br />prohibited by law. <br />NOW, THEREFORE, IT IS HEREBY RESOLVED that the Hall County Public <br /> <br />Works Director be directed to place a notice each spring in the Grand <br /> <br />Island Daily Independent notifying the public that the diverting of <br /> <br />irrigation water onto or across a public road so as to saturate, wash, or <br /> <br /> <br />impair the maintenace, construction or passibility of a road is a criminal <br /> <br />offense; and, further, that a notice be placed in the Grand Island Daily <br /> <br />Independent each fall notifying the public that the placement of fences and <br />
