~- ~~; c?~;C- 3~ .' ~ HALL COUNTY BOARD OF SUPERVISORS MEETING, JANUARY 28, 1992 The Hall County Board of Supervisors met at 8:30 A.M. from adjourned session and by published call with Chairperson Margaret Landis presiding. Present on roll call were Irene Abernethy, Richard Frauen, Richard Hartman, Margaret Landis, Robert Leslie, and Gary Quandt. Bill Wright arrived at meeting at 9:05 A.M. Invocation was given by Abernethy. Pledge of Allegiance was given. Minutes of January 21st meeting by Frauen, seconded by Hartman. Leslie, Quandt and Landis voted were accepted as received by mail, on motion On roll call vote Abernethy, Frauen, Hartman, yes, none voted no, with Wright absent. Alice Mahood, Clerk Magistrate of County Court introduced herself to the County Board members. She visited with Board members about (1) restoration of County Court offices, (2) telephone system for County Court offices and (3) microfilm of records, the current system is not meeting standards, she has contacted some firms to get costs involved and if they can meet the specifications. Deputy County Attorney Jerry Janulewicz was present. He stated the industrial hygienist was unable to be here this week. Has scheduled for February 3 and 4th or February 4th and 5th. Deputy Attorney stated he had prepared the resolution in regard to fences and water on county roads and right of ways. Resolution #1345 was read. Motion by Frauen, seconed by Leslie to adopt the Resolution .#1345 as presented. On roll call vote Abernethy, Frauen, Leslie, Quandt and Landis voted yes, none voted no, Hartman abstained and Wright absent. Motion carried. RESOLUTION * ./..:J'tJ.r A RESOLUTION DIRECTING THE COUNTY PUBLIC WORKS DIRECTOR TO PLACE NOTICES NOTIFYING PERSONS NOT TO PLACE. OBSTRUCTIONS. IN ROAD DITCHES AND RIGHT OF WAYS NOR TO ALLOW IRRIGATION SYSTEMS TO ACCUMULATE WATER ON COUN~ ROADWAYS. WHEREAS, the County Board of Hall COunty, Nebraska, has received complaints reqarding fences being placed in county road right of way and complaints of irrigation syst~ diverting water. onto c~tyroads; and WHEREAS,. the safety of persons travelling on county roads is of great concern to the County Board of Supervisors; and WHEREAS, the placing of fence posts ,w:ires, and other obstruction in road right of .ways,as well as the diverting of ~:r:i~ion water onto roads, endangers, or J;1.as the potential of endanger~g, those using county roads; and WHEREAS, the placing of obstructions on county roads and road right of ways and the diversion of irrigation water onto or across public roads is prohibited by law. NOW, THEREFORE, IT IS HEREBY RESOLVED that the Hall County Public Works Director be directed to place a notice each spring in the Grand Island Daily Independent notifying the public that the diverting of irrigation water onto or across a public road so as to saturate, wash, or impair the maintenace, construction or passibility of a road is a criminal offense; and, further, that a notice be placed in the Grand Island Daily Independent each fall notifying the public that the placement of fences and
