<br />BOARD OF SUPERVISORS MEETING, JANUARY 7, 1992

<br />J~The Hall County Board of Supervisors met at 9:00 A.M. from adjourned session
<br />~ and by published call with Chairman Richard Frauen presiding.
<br />
<br />Present on roll ,call were Irene Abernethy, Richard Frauen, Richard Hartman,
<br />Margaret Landis, Robert Leslie, Gary Quandt and Bill Wright. None were absent.
<br />
<br />Invocation was given by Abernethy.
<br />
<br />Pledge of Allegiance was given.
<br />
<br />Minutes of December 31st meeting were accepted as received by mail, on motion
<br />by Quandt, seconded by Hartman. On roll call vote Abernethy, Hartman, Landis,
<br />Leslie, Quandt, Wright and Frauen voted yes, none voted no.
<br />
<br />Earl Ahlschwede, Attorney representing Rex Otto spoke in regard to the drainage
<br />at Rainbow Lake Subdivision, just off Blaine Street,& South Highway 34. He
<br />showed some pictues and explained the location and problems with the drainage.
<br />Dan Hostler, Public Works Director was present during the discussion.
<br />Hostler and Public Works Committee to look at the road in question and make a
<br />recommendation.
<br />
<br />Supervisor Quandt questioned Hostler in regard to the electric fences along the
<br />County road right of way near lR School. Discussion followed as to how to
<br />notify farmers and the need for a resolution with instruction for the Public
<br />Works Director to follow.
<br />Motion by Landis, seconded by Quandt to have County Attorney prepare a
<br />resolution in regard to electric fences and pivot sprinklers on County roads.
<br />On roll call vote Abernethy, Hartman, Landis, Leslie, Quandt, Wright and
<br />Frauen voted yes, none voted no. Motion carried.
<br />
<br />Rick Stephanek, Building & Grounds Superintendent spoke in regard to janitorial
<br />services which will come up for renewal at end of February. He recommends having
<br />three buildings under one janitorial service and Deputy Attorney told him they
<br />would need to advertise with specs available since would be over $10,000.00
<br />
<br />Dave Faimon and Brad Fegley, McDermott & Miller were present for the discussion
<br />on County auditor for County Board approval. Faimon explained the management
<br />letter. Discussion ~o11owed. Motion was made to accept the county audit
<br />and approve but mot1on died for lack of second.
<br />Motion by Landis, seconded by Quandt to put on file in County Clerk's office
<br />the June 30, 1991 county audit along with both letters and management letter.
<br />On roll call vote Abernethy, Hartman, Landis, Leslie, Quandt, Wright and Frauen -
<br />voted yes, none voted no. Motion carried.
<br />
<br />Robert Schwartzkopf, Weed Control Authority Superintendent was present. Letter
<br />from Jack Mills, NACO Executive Director was read in regard to Hall County
<br />Weed Control Superintendent. He has met the Continuing Education Requirement. \1
<br />Discussion on the evaluation received at last week's meeting. Schwartzkopf ~
<br />stated this was first time one had been completed to comply with the 1989 Weed
<br />Law.
<br />Discussed the evaluation County Board had comple~ for Weed Superintedent's
<br />personnel file. Board members expressed their appreciation to Schwartzkopf
<br />for job well done.

<br />The list for Hall County Banks to be used for County Deposits for 1992 was
<br />presented .-_... '.

<br />~unty Banks as depositories for 1992 as presented. On roll call vote
<br />~rnethy, Hartman, Landis, Leslie, Quandt, Wright and Frauen voted yes, none
<br />'ed no. Motion carried.
