<br />Organizational Meeting of the Governlng Board for Wednesday, January 15,
<br />1992 at 7:30 p.m. Kearney, Nebraska.
<br />Discussion followed. Wright resigned as Hall County Board representative on
<br />~ the Mid Nebraska Board since he did not feel he had the support of the Hall
<br />County Board members.
<br />Motion by Hartman, seocnded by Frauen to appoint Quandt to serve as Hall
<br />County Board representative to-Mid_Nebraska Mental Retardation Board. Lengthy
<br />discussion. On roll call,~vote_Abernethy, Frauen, Hartman, Leslie, Quandt,
<br />Wright and Landis voted yes, none voted no. Motion carried.

<br />(4) William Golobish, New Paris, Ohio information was presented as received.
<br />Motion by Frauen, seconded by Leslie to refer to County Attorney for informa-
<br />tion. On roll call vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright
<br />and. Landis voted yes, none voted no. Motion carried.
<br />
<br />(5) State of Nebraska, Department of Roads in regard to Burlington North-
<br />~~~. Crossings, Cairo-Grand Island and Union Pacific Crossing East
<br />~dge :of Alda in answer to letter of September 3, 1991 asking the State
<br />to review the grade crossings and to make recommendations for safety
<br />projects.
<br />Chairman Landis stated they will look and discuss the location on the annual
<br />road tour before making any decision.
<br />
<br />Motion by Frauen, seconded by Abernethy to place on fi~~_the communications
<br />received today. On roll-call vote Abernethy, Frauen, !HartmanC~ Leslie, Quandt,
<br />Wright and Landis voted yes, none voted no. Motion carried.-

<br />Abernethy reported on Criminal Justice Committe meeting. She presented
<br />written committee report: "The Hall County Law Enforcement
<br />Committee recommends the Hall County Board of Supervisors contracts
<br />with Lancaster County for juvenile detention services."
<br />
<br />Motion by Abernethy, seconded by Leslie to accept the Committee recommendation
<br />and contract with Lancaster County for Juvenile detention services. On roll
<br />call vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis voted
<br />yes, none voted no. Motion carried.

<br />Ellen Merrill, County Board Assistant report: (1) Rich Dillman, KRGI had
<br />requested use of her office on Election night for use of phone etc.
<br />Discussion followed and Board members approved the request.
<br />(2) Schwartzkopf, Weed Control Superintendent evaluation needs to be
<br />discussed with him. Need to consider a committee for discussion of
<br />evaluations with persons involved when completed. Chairman requested
<br />volunteers to serve on this committee. Following discussion and sugg-
<br />estion that the Chairman of Committee of persons involved meet with
<br />the person to discuss the evaluation after completed by Board members.
<br />(3) Harold Rosenkotter, Soil Conservation had requested he be permitted to
<br />show 15 minute\video:to County Board. Following discussion Board Members
<br />asked Board AssistanE to review the video and make recommendation to
<br />Board members.
<br />
<br />Public Defender Gerard Piccolo made a report to the Board on 1991 activities of
<br />his office, there were 2053 cases in 1991, showing increase of 110 over 1990.
<br />In 1992 already have opened 85 cases as of January 14, 1992 so is estimating
<br />2300 to 2400 cases for 1992. If this continues, he may request an additional
<br />person for his office at later time. At present time does not know if will be
<br />an Attorney or a para legal. This also would require additional office space.
<br />He also reported on the use of interpreters for his office.
<br />
<br />County Clerk reported she had been asked about use of County Board Room for
<br />press releases for political candidates after filing for an office. Discussion
<br />followed and the consensus seemed to be not to allow use of Board Room for this
<br />use.

<br />Boar_c1_Assistant reported received phone call from Labor Represntative and unable
<br />to .!!!.eet"ifor grievence on Thursday. Agreed to Monday, January 20, 1992 at 11: 00
<br />A.M. -fir County Board room.
<br />
<br />Supervisor Quandt requested use of County Board Room for Task Force Meeting at
<br />5:00 P.M. on Friday January 17, 1992 for approximately 10 people. Board Members
<br />approved request.
