E~husen, Lessee, <br />in regard to Industrial Development Revenue Bonds and Mr. Eihusen wishes <br />to exercise his right to purchase the above referenced project. (Letter <br />was referred to Deputy County Attorney) <br /> <br />Copy of letter sent to Elloise Carrico, expressing appreciation for her <br />years of service as Clerk of the District Court. <br /> <br />Motion by Frauen, seconded by Hartman to place on file the communications <br />received today. Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and <br />Stelk voted yes, none voted no. Motion carried. <br /> <br />Representative from Hamilton Chevrolet never appeared at today's meeting. <br />Discussion followed, Motion by Hartman, seconded by Stelk to authorize <br />Building Inspector to purchase the S-lO pickup for $9397.00 as received in <br />formal bid last week. Abernethy, Frauen, Hartman, Landis, Leslie, Quandt, <br />and Stelk voted yes, none voted no. Motion carried. <br /> <br />9- <br /> <br />Deputy County Attorney Jerom Janulewicz arrived at the meeting. <br />Discussed the Hall County Treasurer's letter for unpaid Court Ordered <br />Political Subdivisions Refunds for 1989 and/or 1990 for ~elephone Company <br />personal property tax settlements and repayments. (Deputy Attorney requested <br />be placed on agenda for November 16th meeting, giving him time to review the <br />information) <br />Discussion on the appointment of Acting Clerk of District Court. Deputy <br />Attorney Janulewicz had sent a written letter to County Board Chairman dated <br />October 27, 1993::giving information concerning the steps to be followed under <br />State Statute 32-1044. Deputy Clerk of District Court shall perform the <br />functions of the office until a permanent successor is appointed by the County <br />Board within 45 days after the vacancy occurs. <br /> <br />Discussed the letter received in regard to smoking in offices in courthouse. <br />Board members felt letter of warning should be sent to all departments. <br />Motion by Stelk, seconded by Frauen to authorize Deputy Attorney Janulewicz <br />to send letter to all departments in county offices, reminding of the no <br />smoking policy. Abernethy, Frauen, Hartman, Landis, Quandt and Stelk voted <br />yes, none voted no, Leslie abstained. Motion carried. <br /> <br />Discussed the Adopt A Road program with Deputy Attorney. Janulewicz to <br />writeuup a revised set of rules for county use and return to County Board <br />for approval. <br />Motion by Hartman, seconded by Frauen to change rules from City of Grand <br />to County for the Adopt A Road Program. Abernethy, Frauen, Hartman, Landis, <br />Leslie, Quandt and Stelk voted yes, none voted no. Motion carried. <br /> <br />Motion by Stelk, seconded by Frauen to amend today's agenda to add an Execu- <br />tive Session for personnel reasons due to a grievance being filed by County <br />employee. Abernethy, Frauen~ Hartman, Landis, Leslie, Quandt and Stelk <br />voted yes, none voted no. Motion carried. <br /> <br />Motion by Frauen, seconded by Landis to recess for Executive Session in regard <br />to Real Estate purchase strategy and also personnel in regard to the grievance <br />filed by County employee. Abernethy, Frauen, Hartman, Landis, Leslie, Quandt, <br />and Stelk voted yes, none voted no. Motion carried. <br /> <br />Executi ve Session at 10: 45 A.M. with Deputy A:t:to--rm:!y Janulewicz present. <br />Returned to regular session at ll:19a.m. on :Moti,Qn<!~by Hartman, seconded <br />by Frauen. Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk <br />voted yes, none voted no. Motion carried. <br /> <br />County Board received employee grievance dated October 26, 1993.Under Per- <br />sonnel rules and regulations Board Chairman to appoint Grievance Committee. <br />Chairman Quandt appo~nted Frauen, Abernethy and Hartman to the committee. <br /> <br />COMMITTEE REPORTS: <br />Landis reported on the Local Emergency Program Committee meeting. <br /> <br />Leslie reported he had attended the Reuse Committee meetings. <br /> <br />Hartman reported received letter from County Treasurer in regard to interest <br />rates for CD's at 4.25% with~Union Bank & Trust. Also reported on the <br />Mental Retardation meeting he attended last week. <br /> <br />Abernethy, reported on bids for courthouse tuckpointing. Two members of the <br />committee recommends accepting the bid from Karr Tuckpointing for $67,400.00 <br />Discussion followed with Quandt stating his objections to accepting the bid. <br />Board members agreed to put on fiold} place on agenda for November 16th meeting <br />and Chairman to go thru the specand mark areas of concern and errors for <br />board members to consider. <br />
