i i' Yd;-/~/ ..;:j WHEREAS, the Ball County Board of Supervisors is the elected governing body of the area which encompasses the Cornhusker Army Ammunition plant; and q:.-' 'to' ". WHEREAS, the u.S. Army Office of Economic Adjustment has recommended that the Hall County Board of Supervisors establish a local reuse committee for the purpose of making recommendations to the u.S. Army regarding the future uses of the Cornhusker.Army Ammunition Plant; and WHEREAS, it is the belief of the Hall County Board of Supervisors that this committee should have representation from the Hall County Board of Supervisors, the Grand Island City Council, the Hall County Airport Authority, the Grand Island Industrial Foundation, the Grand Island Area Chamber of Commerce, the Cornhusker Army Ammunition Plant industrial and agricultural lessees, a Congressional liaison, and the intermodal transportation interests; and WHEREAS, it is further the belief of the Hall County Board of Supervisors that this committee should have advisors from the u.S. Army Armament, Munitions, and Chemical Command; the u.S. Army Corps of Engineers; the Nebraska Department of Environmental Quality; the Cornhusker Army Ammunition Plant Management; the Natural Resources District; the Hall County Regional Planning commission; the Hall County Attorney's office; the Agricultural Institute of Nebraska (A.I.N.); and historical preservation interests; NOW, THEREFORE, BE IT RESOLVED BY THE HALL COUNTY BOARD OF SUPERVISORS that the following persons shall serve on the Cornhusker Armv Ammunition Plant Reuse Committee: 1. Hall County Supervisor Margaret Landis, Chair 2. Hall County Supervisor Richard Hartman, Vice-Chair 3. Ball County Supervisor Robert C. Leslie, Secretary 4. Grand Island Mayor Ernest L. Dobesh 5. Ball County Airport Authority Member John Wagoner 6. Grand Island Industrial Foundation President Andy Baird 7. Grand Island Area Chamber of Commerce Rep. Orv Qualsett 8. Industrial Property Lessee Steve Christian 9. Agricultural Land Lessee Mark Devore 10. Congressional Liaison John Webster 11. Intermodal Transportation Representative Doyle Hulme The following persons shall serve this committee in an advisory capacity: 1. Army AMCCOM Representative Tom Mickley 2. Corps of Engineers, Omaha District,.Rep. Jeff Harp 3. State Dept. of Environmental Quality Rep. Emily Chen 4. C.A.A.P. Manager Tom Jamieson 5. Central Platte N.R.D. Manager Ron Bishop 6. Regional Planning Commission Director Nelson Helm 7. Deputy County Attorney Jerom Janulewicz 8. Agricultural Institute of Nebraska Rep. Duane Donaldson 9. Stuhr Museum Director Sandi Yoder BE IT FURTHER RESOLVED that the mission of this committee will be to build consensus within the community, assist with the plant conversion and reuse strategy, promote public awareness about adjustment efforts, and, after taking into account all potential and competitive uses, prepare a base re-use plan; If any committee"member, because of failure to be re-elected to the post or for any other reason, should no longer serve the organization he/she represents for purposes of this committee, a replacement shall be selected by the Hall County Board of Supervisors; The Hall County Board of Supervisors may remove a committee member ~or failure to attend meetings or any other reason it deems is in the best interest of the overall committee and may appoint additional members in its discretion; The Hall County Board of Supervisors will select a Chair, Vice-Chair, and Secretary from the three Board members who serve on the Reuse Committee;
