<br />i i' <br /> <br />Yd;-/~/ ..;:j <br />WHEREAS, the Ball County Board of Supervisors is the <br />elected governing body of the area which encompasses the <br />Cornhusker Army Ammunition plant; and <br /> <br />q:.-' <br /> <br />'to' <br />". <br /> <br />WHEREAS, the u.S. Army Office of Economic Adjustment <br />has recommended that the Hall County Board of Supervisors <br />establish a local reuse committee for the purpose of making <br />recommendations to the u.S. Army regarding the future uses <br />of the Cornhusker.Army Ammunition Plant; and <br /> <br />WHEREAS, it is the belief of the Hall County Board of <br />Supervisors that this committee should have representation <br />from the Hall County Board of Supervisors, the Grand Island <br />City Council, the Hall County Airport Authority, the Grand <br />Island Industrial Foundation, the Grand Island Area Chamber <br />of Commerce, the Cornhusker Army Ammunition Plant industrial <br />and agricultural lessees, a Congressional liaison, and the <br />intermodal transportation interests; and <br /> <br />WHEREAS, it is further the belief of the Hall County <br />Board of Supervisors that this committee should have <br />advisors from the u.S. Army Armament, Munitions, and <br />Chemical Command; the u.S. Army Corps of Engineers; the Nebraska <br />Department of Environmental Quality; the Cornhusker Army <br />Ammunition Plant Management; the Natural Resources District; <br />the Hall County Regional Planning commission; the Hall <br />County Attorney's office; the Agricultural Institute of <br />Nebraska (A.I.N.); and historical preservation interests; <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE HALL COUNTY BOARD <br />OF SUPERVISORS that the following persons shall serve on the <br />Cornhusker Armv Ammunition Plant Reuse Committee: <br /> <br />1. Hall County Supervisor Margaret Landis, Chair <br />2. Hall County Supervisor Richard Hartman, Vice-Chair <br />3. Ball County Supervisor Robert C. Leslie, Secretary <br />4. Grand Island Mayor Ernest L. Dobesh <br />5. Ball County Airport Authority Member John Wagoner <br />6. Grand Island Industrial Foundation President Andy Baird <br />7. Grand Island Area Chamber of Commerce Rep. Orv Qualsett <br />8. Industrial Property Lessee Steve Christian <br />9. Agricultural Land Lessee Mark Devore <br />10. Congressional Liaison John Webster <br />11. Intermodal Transportation Representative Doyle Hulme <br /> <br />The following persons shall serve this committee in an <br />advisory capacity: <br /> <br />1. Army AMCCOM Representative Tom Mickley <br />2. Corps of Engineers, Omaha District,.Rep. Jeff Harp <br />3. State Dept. of Environmental Quality Rep. Emily Chen <br />4. C.A.A.P. Manager Tom Jamieson <br />5. Central Platte N.R.D. Manager Ron Bishop <br />6. Regional Planning Commission Director Nelson Helm <br />7. Deputy County Attorney Jerom Janulewicz <br />8. Agricultural Institute of Nebraska Rep. Duane Donaldson <br />9. Stuhr Museum Director Sandi Yoder <br /> <br />BE IT FURTHER RESOLVED that the mission of this <br />committee will be to build consensus within the community, <br />assist with the plant conversion and reuse strategy, promote <br />public awareness about adjustment efforts, and, after taking <br />into account all potential and competitive uses, prepare a <br />base re-use plan; <br /> <br />If any committee"member, because of failure to be <br />re-elected to the post or for any other reason, should no <br />longer serve the organization he/she represents for purposes <br />of this committee, a replacement shall be selected by the <br />Hall County Board of Supervisors; <br /> <br />The Hall County Board of Supervisors may remove a <br />committee member ~or failure to attend meetings or any other <br />reason it deems is in the best interest of the overall <br />committee and may appoint additional members in its <br />discretion; <br /> <br />The Hall County Board of Supervisors will select a <br />Chair, Vice-Chair, and Secretary from the three Board <br />members who serve on the Reuse Committee; <br />
