<br />t!93;:- ;<~7 <br /> <br />tc <br />jr <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, AUGUST 24, 1993 <br /> <br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session <br />and by published call with Chairman Gary Quandt presiding. <br /> <br />Present on roll call were Richard Frauen, Richard Hartman, Robert Leslie, <br />Gary Quandt and Tammie Stelk. Absent were Irene Abernethy and Margaret <br />Landis. Landis arrived at meeting at 9:15 a.m. <br /> <br />Invocation was given by Leslie. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of August 17th meeting were accepted as received on motion by Stelk, <br />seconded by Leslie. Frauen, Hartman, Leslie, Quandt and Stelk voted yes, <br />none voted no, with Abernethy and Landis absent. Motion carried. <br /> <br />Deputy County Attorney Jerom Janulewicz was present. He requested the Region <br />III letter of agreement be delayed for two weeks since Attorney Mark Young <br />has not received reply from Region III in regard to his questions. <br /> <br />Quandt asked attorney for assistance in .regard to phone calls from resident <br />of trailer court in regard to electricity to their trailer homes. <br /> <br />Stelk brought for discussion the questions she received in regard to quonset <br />building at Bismark and Shady Bend road location. <br /> <br />Supervisor Landis arrived during this discussion. <br /> <br />Stelk brought discussion on phone calls she has received in regard to South <br />Locust interchange. She made comments and had letter from County Attorney <br />Totzke in answer to questions of placing the issue on ballot for vote of the <br />people and also forming of road district in the county area. <br /> <br />Attorney Janulewicz reported on his research on forming a road district in the <br />county area. <br /> <br />Landis stated she felt a resolution should be adopted in regard to requiring <br />five votes to change any action of previous board vote instead of a majority <br />vote of Board members. <br /> <br />Nelson Helm, Regional Planning Director presented quarterly report of the <br />Regional Planning Commission activities. <br /> <br />Letter was received from Chairman Traffic & Safety Agricultural Institute of <br />Nebraska requesting permisson to place directional signs along roads prior <br />to the Husker Harvest Days, September 14, 15 and 16., in same locations as <br />in the past 15 years. <br />Motion by Hartman, seconded by Frauen to give permission for placement <br />of directional signs. Frauen, Hartman, Landis~ Leslie, Quandt and Stelk <br />voted yes, none voted no, with Abernethy absent. Motion carried. <br /> <br />Motion by Frauen, seconded by Hartman to adopt Resolution #1510 to prohibit <br />stopping, standing and parking of vehicles on certain roads in the vicinity <br />of Husker Harvest Days site. Frauen, Hartman, Landis, Leslie, Quandt and <br />Stelk voted yes, none voted no, with Abernethy absent. Motion carried. <br /> <br />RESOLUTION # /57 CJ <br /> <br />WHEREAS, on the days of September 14, 15 and 16, 1993, Husker <br />Harvest Days will be held at the South edge of the Cornhusker Army <br />Ammunition Plant; and <br />WHEREAS, due to the narrow shoulders on county roads in the area <br />of the Husker Harvest Days site it is desirable to prohibit the <br />stopping, standing and parking of vehicles upon certain roads in the <br />vicinity of the Husker Harvest Days site during the period of said <br /> <br />event. <br /> <br />THEREFORE, IT IS RESOLVED by the Hall County, Nebraska County <br />Board of Supervisors that commencing September 8, 1993 and continuing <br />
