<br />9'..3F - ~ 3~ <br /> <br />';, <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, JULY 27, 1993 <br /> <br />~ The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session <br />and by published call with Chairman Gary Quandt presiding. <br /> <br />Present on roll call were Irene Abernethy, Margaret Landis, Robert Leslie, <br />Gary Quandt and Tammie Stelk. Absent was Richard Frauen and Richard Hartman. <br /> <br />Invocation was given by Abernethy. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of July 20th meeting were accepted as received after revisions were <br />made. Abernethy, Landis, Leslie, Quandt and Stelk voted yes, none voted <br />no, with Frauen and Hartman absent. Motion carried. <br /> <br />Deputy County Attorney Jerom Janulewicz was present. <br /> <br />Harry Moore, Public Defender from Madison County Nebraska was present, He <br />spoke in regard to the Interlocal Cooperative Agreement being proposed for <br />exchange of certain indigent court appointment cases between Madison County <br />and Hall County Public Defender Offi~es. <br />Gerrard Piccolo, Hall County Public Defender was unable to be present <br />due to court appearance. <br />Discussed were travel time, mileage, and would still be some local court <br />appointed counsel due to ongoing cases. <br />Some Board members will visit with Judges before signing agreement. Will <br />be placed on next week's agenda. <br /> <br />Attorney Janulewicz presented Interlocal Cooperative Agreement for Ambulance <br />Service with City of Grand Island for 5 year period. He explained the agree- <br />ment showing 4% increase for 1993-1994 and 2% increase each year for 1994 thru <br />1998 fiscal budget years. Janulewicz stated the City Council approved the <br />agreement at last night's meeting. <br />Motion by Landis, seconded by Stelk to accept interlocal cooperative <br />agreement for Ambulance service and authorized signing the agreement. <br />Abernethy, Landis, Leslie and Stelk voted yes, Quandt voted no, with Frauen <br />and Hartman absent. Motion carried. <br /> <br />Contract was presented for consideration with Hall County and Mid-Plains <br />Center for Professional Services for Children's Village Family Resource <br />Center, for July 1, 1993 thru June 30, 1994. <br />Motion by Stelk, seconded by Abernethy to accept and approve contract <br />and authorize chairman to sign, with understanding that we will renegotiate <br />next year. Abernethy, Landis, Leslie, Quandt and Stelk voted yes, none <br />voted no, with Frauen and Hartman absent. Motion carried. <br /> <br />Discussion on resolution to endorse the development of Midcontinent Inter- <br />national Transportation Center at Cornhusker Army Ammunition Plant Site. <br />Motion by Landis, seconded byStelk to approve Resolution i150l as <br />presented. Abernethy, Landis, Leslie, Quandt and Stelk voted yes, none voted <br />no, with Frauen and Hartman absent. Motion carried. <br /> <br />Resolution i/5& / <br /> <br />WHEREAS, there is a need in the United States, <br />recognized by both government and industry, for large, <br />centrally located facilities for the purpose of expediting <br />the transfer of freight and cargo among various modes of <br />transportation, such as railway cars, trucks, and,aircraft; <br />and <br /> <br />WHEREAS; there is also a need in the United States, <br />recognized by government, industry, and the general public, <br />for large, centrally located air' passenger transfer <br />facilities for the purpose of relieving the delays, <br />congestion, and safety hazards now presented by the existing <br />large hub airports located in and near certain metropolitan <br />cities in the United States; and <br /> <br />WHEREAS, the United States Army currently owns certain <br />surplus property known as the Cornhusker Army Ammunition <br />Plant located in Hall County, Nebraska, which'is centrally <br />located in the United States; is near major highways, such <br />as Interstate 80, U.S. Highway 30, U.S. Highway 281, U.S. <br />Highway 34, and Nebraska Highway 2; is bounded on the north <br />by a main line of the Burlington Northern Railroad and on <br />the south by a main line of the Union Pacific Railroad; <br />consists of approximately 12,000 acres (5 miles x 4 miles), <br />adequate to accommodate four parallel 15,000' runways; has <br />
