Several employees noted that during warmer seasons, the
main doors were opened to provide fresh air and air
movement throughout the building. Keeping 'the doors
closed helps to ensure a well-balanced, efficient
ventilation system. If complaints about stuffiness
continue, some type of administrative action, such as
the relocation of partitions and desks either away or
closer to ceiling diffusers, may be necessary.

3. It was noted that although smoking was banned from the
building three years ago, smokers continued to use the
lower level women's restroom lounge. Because
non-smokers also have access to this area and are then.
subject to exposure to passive smoke, smoking should not
be allowed on the premises. The employer should
designate an outdoor smoking area away from the outdoor
intake grilles which are located directly above the door
in the front (west) side of the building, as smoke can
become entrained into the system, which would introduce
it throughout the building's work spaces."

To implement these recommendations, the Building and
Grounds Committee recommends that the Hall County Board of
Supervisors do the following:

1. instruct Buildings and Grounds Superintendent Rick
Stepanek not to use rust and corrosion inhibitors and
biocides or algicides in the HVAC system;

J

2. inform Administration Building department heads that the
main doors are not to be propped open;

3. not allow smoking in the lower level women's restroom
lounge; remove the ashtrays from this area and post "NO
SMOKING" signs; remove the bucket which is being used as
an ashtrav at the upper level door of the west entrance;
encourage smokers to smoke on the east side of the
building where a bench and additional ashtrays are being
installed for their convenience;

4. for the purpose of informing affected employees, post a
copy of this report in the Board Assistant's Office so
that it's accessible to employees through June 30., 1993,
and distribute a copy of this committee report to each
employee of the Ad . istration B ilding;

~ h

Corom t

..J~<~
Committee MernnerIrene ernethy

0:~'D ~\1tC
Committee Member Tammie Stelk

05-26-93

Motion by Leslie, seconded by Stelk to approve the recommendation given for
Health Hazard Evaluation, effective immediately.
