Motion carried. <br /> <br />Howard Maxon, Communications-Civ.il Defense Director gave update report on the <br />financingc-for the new equipment to move to new City Hall offices. City of: <br />Grand Island agrees to one half of costs at present time if County agrees. <br />County to pay one half from Inheritance fund and City will pay one half from <br />their funds. Maxon to work out figures and return with final costs and <br />share. <br /> <br />10:30 A.M. PUBL~C HEARING: To discuss the vacation of mile of Schauppsville <br />Road in Mayfield Township~ <br />Affidavit of Publication was presented and read. <br /> <br />Craig Harders spoke opposing closing the road due to his cattle in the area <br />and presented drawirig-ofarea in question and would agree if gate is made <br />available for their use. <br />Don Shuda was present and stated fencing and gate would be worked out <br />between them. <br />Dan Hospler, Public Works Director questioned the fencing and, 'access of <br />Fire Departments in case of prairie fire in area <br /> <br />No.one e).;se from the audience spoke at the public hearing. <br /> <br />Motion by Hartman, seconded by Frauen to close the Public Hearing. Motion carried. <br /> <br />Bill Bremer, Business Telecommunications System spoke in regard to battery <br />back up system for. the county phone systems. Cost $120.00 for 2 batteries <br />per pystem, with $50.00 installation for all 3 systems. For"Courthouse, <br />Administration and Office building systems cost of $360.00 plus $50.00 for <br />installation. <br />Motion by Landis, seconded by Leslie to authorize BTS to proceed with <br />installation of battery back up for phone systems in Administration Building, <br />Courthouse and Office Building. Frauen, Hartman, Landis, Leslie, Quandt"and <br />Stelk voted yes, None voted no,' Abernethy abstained. Motion carried. <br /> <br />Amendment Three for the Central Platte NRD Lower Wood River/Upper Warm Slough <br />Project was presented from two weeks ago. <br />Motion by Leslie, seconded by Abernethy to approve the Amendment Three <br />and authorize chairman to sign, for the additional $1125.00. Abernethy,Frauen, <br />Landis, Leslie, Quandt and Stelk voted yes, Hartman voted no. Motion <br />carried. <br /> <br />11:00 A.M. PUBLIC HEARING, on the proposed 1993 one and six year County Road <br />Program. <br />Affidavit of publication was presented and read. <br /> <br />Letter from Regional Planning Commission Director was presented and read in <br />regard to public hearing they held on February 3, 1993. On vote06f nine <br />affirmative and three opposed, recommended the one year plan be approved and <br />requested in th~ future someone from county be present to explain the program <br />and answer questions. Also on nine affirmative and three opposed vote they <br />recommended the six year plan be approved with two comments. <br /> <br />Th~re were 8 people in the audience, 3 news media representatives, Susan Gay <br />Senior High Teacher and six students also present in the audience. <br /> <br />Dan Ho.stler, 'Public Works Director explained the one year program locations <br />of projects and also explained the six year program. <br /> <br />Lbuise Miller, 1104 W. Charles, Grand Island spoke against the 'South Locust <br />widening project. <br />Nelson Helm, Regional Planning Director spoke supporting the South Locust <br />project. Wayne. Bennett, Grand Island City Public Works Director spoke in <br />support also. <br />
