<br />The Hall County Board of Supervisors metcat 9:00 A.M. from adjourned
<br />session and by published call with Chairman Richard Hartman presiding.

<br />
<br />Present on roll call were Irene Abernethy, Richard Frauen, Richard
<br />Hartman, Margaret Landis, Robert Leslie, Gary Quandt and Tammie Stelk.
<br />
<br />Invocation was given by Dr. James McNeill'of-the Evangelical Free Church
<br />in Grand Island.
<br />
<br />Pledge of Allegiance was given.
<br />
<br />Minutes of August 23rd was corrected 'to read Rbbert Chrystal instead-of
<br />Lawrence Huwaldt . Thi:s correction-was made.. on page two and the minutes
<br />were accepted by motion of Quandt, seconded by Frauen. Abernethy, Frauen,
<br />Hartman, Landis, Leslie, Quandt and Stelk voted yes, none voted no.
<br />
<br />Deputy County Attorney Jerry Janulewicz discussed an agreement'.drawn up
<br />a~d presented to Attorney James Truell concerning legal services from
<br />September 1, 1994 through February 28, 1995. Quandt made motion to
<br />inter into the agreement. Motion was seconded by Stelk. Abernethy,
<br />Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes~ none voted no.

<br />Resolution #1583 estricting the hiring of new full-time employees was
<br />p:i::'esentedb anu1ewicz and motion made by Stelk, seconded by Leslie to
<br />adopt the resolution. Abernethy, Hartman, Landis and Quandt voted no,
<br />Leslie and Stlek voted yes and Frauen abstained. Resolution was not
<br />9-dopted.

<br />Frauen made motion, seconded by Abernethy to go to Public Hearing for
<br />renewal of Conditional Use Permit for Werner Construction Co.Abernethy,
<br />Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes, none voted
<br />no.
<br />
<br />Frauen made motion to approve the renewal of the Conditional Use Permit
<br />for Werner Construction Co. with the stipulation that the dips at the
<br />end of the bridges be taken care of. Leslie seconded this motion. Aber-
<br />nethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes,
<br />none voted no.
<br />
<br />Frauen made motion, seconded by Leslie to close the public hearing.
<br />Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes,
<br />none voted no.
<br />
<br />Nelson Helm, Regional Planning Director, gave highlights of activity
<br />in his department for the quarter.
<br />
<br />Motion made by Frauen, seconded by Quandt to enter Executive Session.
<br />Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes,
<br />none voted no. Entered Executive Session at 10:26 AM.
<br />10:40 A.M. Frauen made motion, seconded by Stelk to return to regular
<br />session. Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and
<br />Stelk voted yes, none voted no.
<br />
<br />Frauen made motion, seconded by Abernethy to amend a claim submitted
<br />earlier for Mary Lanning Hospital and to pay $5140.00 with the amount
<br />coming out of General Miscellaenousuline item # 2-2807. Abernethy,
<br />Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes, none voted
<br />no.
<br />
<br />Motion made by Frauen, seconded by Stelk to adopt the 1994-95 budget.
<br />Discussion, but no vote. Frauen withdrew the motion and Stelk withdrew
<br />the second.
<br />
<br />Quandt made motion to take the $100,000 of the South Locust Interchange
<br />improvement project and move it to the Cairo 1-R Road project. The
<br />motion died for a lack of a second.
<br />
<br />Frauen made motion, seconded by Leslie to use the $100,000',in this
<br />Federal program for the Cairo project, but if the the South Locust
<br />Interchange comes up that the money could be acquired out of the
<br />Inheritance Fund, with it coming back to this Board for approval.
<br />Abernethy, Frauen, Landis, Leslie and Stelk voted yes, Quandt and
<br />Hartman voted no. Motion carried.
<br />
<br />Landis made motion, seconded by Quandt to reconsider the 5% fee and
<br />deliquent taxes in regards to the 1994-95 budget. Landis~ Quandt and
<br />Hartman voted yes, Abernethy, Frauen, Leslie and Stelk voted no.
<br />Motion failed.
<br />
