<br />.9 J/ r- H~~~~OUNTY <br />" <br /> <br />BOARD OF SUPERVISORS MEETING, AUGUST 16, 1994 <br /> <br />11 <br /> <br />The Hall County Board of Supervisors met at 9:00 A.M. from adjourned <br />session and by published call with Chairman Richard Hartman presiding. <br /> <br />~- <br /> <br />Present on roll call were Irene Abernethy, Richard Frauen, Richard <br />Hartman, Margaret Landis, Robert Leslie, Gary 9uandt and Tammie Stelk. <br /> <br />Invocation was given by Rev. Marvin Bard of the Church of God in Grand <br />Island. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of August 9th were accepted as received by motion of Stelk, <br />seconded by Frauen. Abernethy, Frauen, Hartman, Landis, Leslie, Quandt <br />and Stelk voted yes, none voted no. <br /> <br />------ -------- <br />l _______ <br /> <br />Deputy County iAttorneYJe~ry, Janulewicz discussed the 1991 tax appeal <br />of Melvin L & Margare~Hinze vs Board of Equalization. This property <br />was valued by the County Assessor at $172,600 and the Hinzes are <br />requesting the valuation at $130,000. <br /> <br />9:10 A.M. motion made by Stelk, seconded by Leslie to enter executive <br />session to discuss the litigation of this case. Abernethy, Frauen, <br />Hartman, Landis, Leslie, Quandt and Stelk voted yes, none voted no. <br />Motion made Quandt, seconded by Stelk to also discuss the East Stolley <br />Park Road property in executive session. Abernethy, Frauen, Hartman, <br />Landis, Leslie, Quandt and Stelk voted yes, none voted no. <br />9:30 A.M. - Quandt made motion, seconded by Stelk to return to regular <br />session. Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk <br />voted yes, none voted no. <br /> <br />Quandt made motion, seconded by Landis to hayeJanulewicz tonegot~ate <br />the tax appeal with the Lazy V Motel. Abernethy, Frauen, Hartman, Landis, <br />Leslie, Quandt and Stelk voted yes, none voted no. <br /> <br />Quandt made motion, seconded by Landis to have Janulewicz draw up new <br />option~togivetheCity-of Grand Island $100Qwith the option for 60 days <br />to purchase the old City Hall building for $50,000. Frauen, Hartman, <br />Landis, Leslie and Quandt voted yes, Stelk and Abernethy voted no. <br />Motion carried. <br /> <br />Landis made motion, seconded by Frauen to have amendment to resolution <br />#1579 to change the value limit for annual inventories be lifted to <br />$200 for the Road Department. Abernethy, Frauen, Hartman, Landis, Leslie, <br />Quandt and Stelk voted yes, none voted no. <br /> <br />9:35 A~M. commenced audit of claims <br /> <br />Motion made by Stelk, seconded by Quandt that all employee salary claims <br />should by signed by the employee and that a memo be sent to each department. <br />Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes, <br />none voted no. <br /> <br />Stelk made motion, seconded by Quandt that all vendor claims do not have <br />to be signed if the invoice is attached. Abernethy, Frauen, Hartman, <br />Landis, Leslie, Quandt and Stelk voted yes, none voted no. <br /> <br />Sheriff Arnett discussed the shortage in the deputies line item, making <br />it impossible to pay the deputies for the coming !iscal year. This <br />adjustment will be made at the public hearing of the budget which is <br />August 23, 1994. <br /> <br />Recessed until 1:30 P.M. <br /> <br />Rev. Tim Anderson ,Ep~scQpaL Church and Laura Shultis, Crisis Center <br />addressed the Board with their concerns of the homeless in Grand Island <br />and requesting the possibility of obtaining the Chi~dr~ns Village <br />building which will be empty Setember 1st. The program provides food and <br />shelter for the homeless. Also in attendance were Milan Bish, Rhonda <br />Wagoner and Rod Ruple. The Board members were concerned about the <br />orginal funding that started Childrens Village. Abernethy is to look <br />into this and report back to the Board. <br /> <br />Landis made motion, seconded by Quandt to deny the claim for Thomas <br />Kovanda due to it being over 90 days since the last service was performed. <br />Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes, <br />none voted no. <br /> <br />I <br />1 <br />
