<br />t:Jf~- /05 <br /> <br />" <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, APRIL 5, 1994 <br /> <br />~!~ <br />} The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session <br />and by published call with Chairman Richard Hartman presiding. <br /> <br />Present on roll call were Irene Abernethy, Richard Frauen, Richard Hartman, <br />Margaret Landis, Robert Leslie, Gary Quandt and Tammie Stelk. None were <br />absent. <br /> <br />Invocation was given by Pastor Vernon Werner, Calvary Baptist Church. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of March 29th meeting were accepted as received, on motion by Quandt, <br />seconded by Stelk. Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and <br />Stelk voted yes, none voted no. Motion carried. <br /> <br />Deputy Attorney Jerom Janulewicz was present. <br /> <br />Westside Lanes had requested change of hours for Keno operation during months <br />of May thru August. Starting May 1 thru September 1, hours requested are <br />Monday thru Thursday 10 a.m to 10 p.m., Friday 4 p.m. to midnight, Saturday <br />5 p.m. to midnight and Sunday 5 p.m. to 10 p.m. <br />The Keno Committee recommends approving the changes of hours. <br />Motion by Quandt, seconded by Leslie to allow Westside Lanes to change hours <br />as requested. Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk <br />voted yes, none voted no. Motion carried. <br /> <br />Motion by Stelk, seconded by Quandt to recess for Executive Session to discuss <br />Courthouse security and CWA negotiations. <br /> <br />Executive Session 9:06 a.m. Sheriff Arfte~t~r Deputy Steeple, Correction <br />Director Dalton and Assistant Arnold and Stepanek, Building & Grounds Super- <br />intendent were present during Courthouse security discussion withProtex <br />Central representative presenting his views on the security proposal. <br />County Assessor Jan Pelland, County Park Superintendent Charles Kaufman <br />and Public Works Director Dan Hostler were present during the discussion on <br />negotiation strategy. <br /> <br />Returned to regular session at 9:30 a.m. on motion by Quandt, seconded by <br />Frauen. Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted <br />yes, none voted boo Motion carried. <br /> <br />Motion by Frauen, seconded by Abernethy to recess for Board of Equalization. <br />Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes, none <br />voted no. Motion carried. <br /> <br />Board of Equaliza.t-ion at 9:33 a.m: and returned to regular session at 9:36 a.m. <br />on motion by Frauen, seconded by Quandt. Abernethy, Frauen, Hartman, Landis, <br />Leslie, Quandt and Stelk voted yes, none voted no. Motion carried. <br /> <br />Election Commissioner Mary Kay Shay presented update information on the pro- <br />posal to purchase ballot counting machine for use at Primary Election. <br />Discussion followed. <br />Motion by Landis, seconded by Leslie to postpone decision on purchase of <br />machine until after the Primary Election. Abernethy, Frauen, Hartman, Landis, <br />Leslie, Quandt and Stelk voted yes, none voted no. Motion carried. <br /> <br />Board members are to closely watch the election returns on the Primary Election <br />May 10th. <br /> <br />Sandi Yoder, Director Stuhr Museumpresent~aquarterly report. Reported on the <br />educational programs at the museum, insurance and repairs on museUm property <br />and also explained the question on liquor being served at Stuhr Museum. No <br />liquor is allowed on the grounds during open hours. All activities of the~"-\1-( <br />dinner and liquor is served after closing hours. Present during presentation <br />were S.N. Wolbach, Marval Hornady, Meta Armstrong & Mark McCue. <br /> <br />Discussion on liquor being served at Stuhr Museum. Chairman appointed a <br />committee of Quandt, Abernethy arid Leslie to meet with City to discuss the <br />County Board's views. <br /> <br />Rev Tim Anderson, St Stephens Episcopal Church, Grand Island spoke in regard <br />to homeless in Grand Island. He shared copies of the documentation log and <br />attitudinal snrveyof homeless::in Grand Island prepared by Kay Payne, University <br />of Nebraska at Kearney. <br /> <br />Discussed the road to landfill and the 2 miles from Ordnance Plant to Landfill <br />that is in bad shape. The Solid Waste Management Committee will discuss with <br />City officials. <br /> <br />Supervisor Stelk was absent from room during this discussion. <br />
