<br />;f''/h-b3 <br /> <br />J <br />j ~. <br />1 <br /> <br />The <br />\ and <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, FEBRUARY 15, 1994 <br /> <br />Hall County Board of Supervisors met at 9:00 a.m. from adjourned <br />by published call with Chairman Richard Hartman presiding. <br /> <br />session <br /> <br />Present on roll call were Irene Abernethy, Richard Frauen, Richard Hartman, <br />Margaret Landis, Robert Leslie and Gary Quandt. Absent was Tammie Stelk. <br /> <br />Invocation was given by Rev. Scott Jones, Third City Christian Church. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of February 8th meeting were accepted as received, on motion by <br />Quandt, seconded by Leslie. Abernethy, Frauen, Hartman, Landis, Leslie, <br />and Quandt voted yes, none voted no, with Stelk absent. Motion carried. <br /> <br />County Attorney Ellen Totzke and Deputy Attorney Jerom Janulewicz were present. <br /> <br />Motion by Quandt, seconded by Frauen to recess for Executive Session in <br />regard to personnel. Abernethy, Frauen, Hartman, Landis, Leslie, and <br />Quandt voted yes, none voted no, with Stelk absent. Motion carried. <br /> <br />Executive Session at 9:05 a.m and retumned <br />on motion by Quandt, seconded by Leslie. <br />Landis, Leslie, and Quandt voted yes, none <br />Motion carried. <br /> <br />to regular session at 9:34 a.m. <br />Abernethy, Frauen, Hartman, <br />voted no, with Stelk absent. <br /> <br />Motion by Abernethy, seconded by Leslie to abide by the County Attorney's <br />Office recommendation and a brief written statment be placed in personnel <br />file. Abernethy, Frauen, Hartman, Landis, Leslie and Quandt voted yes, <br />none voted no, with Stelk absent. Motion carried. <br /> <br />Attorney Janulewicz spoke concerning the CAAP land and he had prepared a <br />possible resolution. He gave review of his findings at the location. <br /> <br />Attorney Janulewicz spoke in regard to inter local agreement for purchase <br />of new ambulance for City Grand Island Fire Department. Jim Rowell, City <br />Fire Chief was present. Janulewicz reviewed the draft agreement to be <br />placed on next week's county board meeting agenda. Today was for infor- <br />mation only as Fire Chief will present to City Council next week. <br /> <br />Commenced audit of monthly claims. <br /> <br />Public Participation: Dan Novotny, an employee recently fired from Mid <br />Plains Center spoke to board members and answered questions. He stated <br />grievance hearing is scheduled for Thursday, February 17th at 7:00 p.m. <br /> <br />Continued audit of monthly claims. <br />Recessed for lunch at 11:50 a.m. <br />Returned to regular session at 1: 30 p.m. Present:-:were Irene Abernethy, <br />Richard Frauen, Richard Hartman, Margaret Landis, Robert Leslie, Gary <br />Quandt and Tammie Stelk. None were absent. <br /> <br />1:30 P.M Opening of bids for Janitorial Services. <br />Affidavit of publication was read as published in Grand Island Indepen- <br />dent for 3 weeks. <br />Motion by Quandt, seconded by Abernethy to open the bids received. <br />Abernethy,hFrauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes, <br />none voted no. Motion carried. <br /> <br />County Clerk presented 4 bids received, which were opened and read. <br /> <br />R.D. Aguilar.Janitorial, Grand Island $49,860.00 <br /> <br />G & D Janitorial, Grand Island $46,848.00 <br /> <br />Servpro, Grand Island $49,800.00 <br /> <br />Total Service, Grand Island $44,820.00 <br /> <br />Motion by Frauen, seconded by Stelk to refer bids to Building & Grounds <br />Committee for recommendation. Abernethy, Frauen, Hartman, Landis, Leslie, <br />Quandt and Stelk voted yes, none voted no. Motion carried. <br /> <br />Discussion on paYment of claims audited. Hold Anderson Ford for repair <br />for clarification, Clerk District Court, Adams County billing over 90 <br />days, Laura Dexter, Salary, vacation & sick leave. <br />Motion by Landis, seconded by Quandt to pay Dexter salary but <br />refuse to pay vacation and sick leave until documented. Abernethy, <br />Frauen, Hartman, Landis, Leslie, and Quandt voted yes, none voted no, Stelk <br />abstained. Motion carried. <br /> <br />Motion by Landis, seconded by Quandt to pay monthly claims as audited except <br />to hold Anderson Ford claim for clarification and deny paYment from Adams <br />
