<br />HALL COUNTY BOARD OF SUPERVISORS MEETING, JANUARY 18, 1994

<br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session
<br />and by published call with Chairman Richard Hartman presiding.
<br />
<br />Present on roll call were Richard Frauen, Richard Hartman, Margaret Landis,
<br />Robert Leslie, Gary Quandt and Tammie Stelk. Irene Abernethy arrived later.

<br />Pledge of Allegiance was given.

<br />Minutes of January 11th meeting were accepted as received on motion by Quandt,
<br />seconded by Frauen. Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted
<br />yes, none voted no, with Abernethy not voting.
<br />
<br />Abernethy arrived at this time.
<br />
<br />Deputy Attorney Jerom Janulewicz and Mark Young were present.
<br />Attorney Janulewicz spoke in regard to modification of agreement with Fonner
<br />Keno on the restriction of players of Keno, the owners and operators and the
<br />employees while on duty. Janulewicz recommended approving the modification
<br />as prepared.
<br />Motion by Quandt, seconded by Frauen to accept and approve the modifica-
<br />tions as presented by attorney. Abernethy, Frauen, Hartman, Landis, Leslie,
<br />Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />Attorney Mark Young explained the claims held from last month for clarifica-
<br />tion. He recommended paying the claim for Scottsdale Insurance Co $661.24
<br />Claims for Dr Robert Anderson, Hastings $1015.00; Drs Kingsley & Kingsley
<br />Hastings $162.00 and Mary Lanning Hospital,Hastings $640.00 and also would
<br />be receiving one from Mary Lanning Hospital for $10,377.41 and explained
<br />these claims were for EPC patient from Hall County. He'explained the claims
<br />and felt county should make payment.
<br />Motion by Landis, seconded by Frauen to deny payment of claims to Dr.
<br />Anderson, $1015.00; Drs Kingsley & Kingsley $162.00 and Mary Lanning Hospi-
<br />tal $640.00 and to include Mary Lanning Hospital claim for $10,377.41 when
<br />received. Frauen, Hartman, Landis, Quandt and Stelk voted, yes, Leslie
<br />voted no and Abernethy abstained. Motion carried. on 5 yes, 1 no and 1
<br />abstained vote.

<br />Commenced audit of monthly claims.
<br />
<br />Motion by Frauen, seconded by Leslie to approve the use of past chairman
<br />signature stamp for claims and warrants for January or until new chairman's
<br />signature ~tamps arrive. Abernethy, Frauen, Hartman, Landis, Leslie,
<br />Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />9:30 a.m. Conference call from Scott Sailors in regard to Intergrated Solid
<br />Waste Management plan. They are continuing to re-draft the plan, it must
<br />be updated yearly. Hall County cost $14,600.00 for 3 years. If average over
<br />the 3 years cost would be $4866. per year. MIPS from NACO office and Vince
<br />Valentino, Attorney have been retained. Scott will send out copy of proposal
<br />for review by County Board for next week's meeting.

<br />Continued audit of monthly claims.
<br />
<br />Board Members asked Darrell Stanard, Great Plains Appraisal to give an update
<br />report on the reappraisal in Hall County. He gave each Board member a copy
<br />of written report stating AIda, Cairo, Doniphan and Wood River are 100 percent
<br />complete as of December 30, 1993 and Grand Island 78 percent complete.
<br />He wishes to have 2 hours sometime with County Board to explain the pro-
<br />ceedures before protest time. He wants to work with County Board and County
<br />Assessor on protests filed.
<br />
<br />Mary Pat Kelley, Clerk of District Court spoke with board members in regard
<br />to $200.00 child support check sent to wrong person. Requested approval of
<br />claim for ~200.00 so amount could be sent to right person, to be repaid when
<br />receive reimbursement.
<br />Motion by Landis, seconded by Quandt to grant approval of claim to Clerk
<br />of District Court to be paid from Clerk of District Court budget. Abernethy,
<br />Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes, none voted no.
<br />Motion carried.

<br />Discussion on forms submitted for witness fee payments from County Court.
<br />Supervisor Frauen went to County Court to visit about use of claim forms.
<br />He returned to meeting and Clerk Magistrate refused to submit on forms.
<br />Motion by Quandt, seconded by Landis to have Board Assistant send letter
<br />to Clerk Magistrate, County Court requesting her to use County Claim forms
<br />on submitted witness fees. Hartman, Landis and Quandt voted yes, Abernethy
<br />
