Quandt made a motion and <br />Rosenkotter seconded to take the 6 merit commission claims from <br />miscellaneous general not the sheriff's merit commission line item in <br />his budget. Discussion was held. Quandt and Rosenkotter voted yes <br />Abernethy, Hartman, Landis, Leslie and Stelk voted no. Motion failed. <br /> <br />! <br /> <br />1:40 The public hearing for the Class F Liquor License for Mid-Nebr <br />Speedway Inc. was opened. Doug Stange, 1024 East Sunset Avenue, <br />Grand Island, introduced himself as the new owner. Hartman made a <br />motion and Quandt seconded to approve the Class F Liquor License <br />for Mid-Nebr Speedway. Abernethy, Hartman, Landis, Leslie, Quandt, <br />Rosenkotter and Stelk all voted yes and none voted no. Motion carried. <br /> <br />Continued the audit of the monthly claims. Stelk pulled the claim <br />#951200314 for Dr. Roffman requesting clarificaiton on the residence <br />of the patient. The claim for Ben's Rexal was discussed. It was <br />requested that a letter be sent to the Corrections Department and <br />Social Services to see if they could lower the prescription costs. <br />It was noted that the Corrections Department uses Ben's Rexal because <br />they will provide emergency meds when needed. The claim from Cannon <br />and Associates was pulled. Ellen Merrill explained that they <br />provided color coded copies to all three departments and the measurements <br />were more complicated. It was originally stated there would be no fee. <br />Quandt made a motion and Hartman seconded to deny the claim from <br />Cannon and Associates. Abernethy, Leslie and Rosenkotter voted no. <br />Hartman, Landis, Quandt and Stelk voted yes. Motion carried. The <br />claim from George Leiser,3981 W l-R Road, Grand Island, for $50.00 <br />was received. Hartman made a motion and Rosenkotter seconded to pay <br />the claim. Abernethy, Hartman, Landis, Leslie and Rosenkotter voted <br />yes and Quandt and Stelk voted no. Motion carried. <br /> <br />Rosenkotter made a motion and Stelk seconded to approve and'pay all <br />claims and hold claim #951200314 for clarification. Abernethy, Hartman, <br />Lanids, Leslie, Quandt, Rosenkotter and Stelk all voted yes and none <br />voted no. Motion carried. <br /> <br />The County CDL Drug and Alcohol Testing Policy was presented. Hartman <br />made a motion and Landis seconded to approve and sign Resolution #1685 <br />on The County CDL Drug and Alcohol Testing Policy. Abernethy, Hartman, <br />Landis, Leslie, Quandt Rosenkotter and Stelk all voted yes and none <br />voted no. Motion carried. <br /> <br />'I ,'_4'~ <br /> <br />( <br /> <br />. .~ <br />:'~ <br /> <br />RESOLUTION # J~F5 <br />DRUG AND ALCOHOL TESTING <br /> <br />WHEREAS, Congress passed the Omnibus Transportation Employee <br />Testing Act of 1991 (PLI02-143), and this directed that the <br />Department, of Transportation created rules and'regulations (49 <br />CFR Part 40 et al); and <br /> <br />WHEREAS, ,such rules and regulations are applicable to <br />political subdivision, imposing the responsibility for <br />implementing drug, and alcohol testing of specific county <br />employees, that is, those county employees performing a safety <br />sensitive function and who are required as part of their <br />employment responsibility to have a valid commercial drivers <br />license (CDL); and <br /> <br />" WHEREAS, Hall County has a strong commitment to provide a <br />safe and productive workplace and the use of drugs and alcohol <br />can have an adverse effect on the workplace safety and efficiency <br />and can reflect negatively on county government; <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE HALL COUNTY BOARD OF <br />SUPERVISORS "hereby adopts the County Drug and Alcohol Program, <br />effective January 1, 1996, and which incorporates the following <br />County Policies: <br /> <br />I. The County CDL Drug and Alcohol Policy <br />II. The County CDL Drug and Alcohol Testing Policy <br />III.
