<br />The appointment of the Hall County Election Commissioner was-
<br />discussed. Rosenkotter made tb~ motion and Leslie seconded to
<br />appoint Mary Kay Shay as the EI_~ctiQn__ Commissioner. Abernethy,
<br />Landis, Leslie, Rosenkotter and Stelk all voted yes and Hartman
<br />and Quandt voted no. Motion carried.

<br />The NotifJ,c9,t:ion of the County Highway Superintendent for determing
<br />incentive payment for 1995 was received. Leslie made a motion and
<br />Landis seconded to authorize the chair to sign. Abernethy, Hartman,
<br />Landis, Leslie, Quandt, Rosenkotter and Stelk all voted yes and none
<br />voted no. Motion carried.

<br />The 1996 appointment of the County Highway Superintendent was
<br />scheduled. Landis made a motion and Stelk seconded to appoint
<br />Daniel Hostler as the Highway Superintendent for 1996. Abernethy,
<br />Hartmen, Landis, Leslie, Quandt, Rosenkotter and Stelk all voted yes
<br />and none voted no. Motion carried. Daniel Hostler reported on the
<br />meeting he attended.

<br />The petition for the blacktop paving on Hilltop and Cedarview Road
<br />was received. Landis made a motion and Hartman seconded to refer
<br />the petition to the Public Works Committee. Abernethy, Hartman,
<br />Landis, Leslie, Quandt, Rosenkotter and Stelk all voted yes and none
<br />voted no. Motion carried.

<br />Hartman stated that he had received letters from the student council
<br />and the Doniphan Public School Board requesting a stop_ __. ~.l
<br />installed at the intersection of Highway 281 at Doniphan. Hartman
<br />made a motion and Stelk seconded to send a letter requesting that the
<br />State of Nebraska do a study and recommending that a stop light be
<br />installed. Abernethy, Hartman, Landis, Leslie, Quandt, Rosenkotter
<br />and Stelk all voted yes and none voted no. Motion carried.

<br />The Hall County Alliance for Building Community Strength sent a letter
<br />requesting the County Board to sign a letter of support. Stelk made
<br />a motion and Landis seconded to use the fir~t letter of support.
<br />Discussion was held. Stelk made an amendment to her motion to delete
<br />the statement that the funds would come-from the Keno funds. Abernethy,
<br />Hartman, Landis, Leslie, Quandt, Rosenkotter and Stelk all voted yes
<br />and none voted no. Motion carried.
<br />
<br />Stelk and Landis requested that the item on the agenda concerning the
<br />-policy plan for county employees' travel expense reimbursements be
<br />a:aaE!d- to the agenda at a later date. They will review the information
<br />they received and add it in January.

<br />The conditional-use permit for Muckel's Aerial was received. Stelk
<br />made a motion and Leslie seconded to set the public hearing as January
<br />9, 1996, at 10:00 A.M. Abernethy, Hartman, Landis, Leslie, Quandt,
<br />Rosenkotter and Stelk all voted yes and none voted no.. Motion carried.

<br />The app.licationfor a Class F Liquor License for Mid Nebraska Speedway,
<br />Inc., 9551 South Locust Street, Doniphan, Nebraska was received. Stelk
<br />made a motion and Hartman seconded to set the public hearing for
<br />December 19, at 1:30 P.M. Abernethy, Hartman, Landis, Leslie, Quandt,
<br />Rosenkotter and Stelk all voted yes and none voted no. Motion carried.

<br />The microfilming.proposal for the Superintendent of Schools records
<br />was received. Landis made a motion and Quandt seconded to accept the
<br />proposal from Information Systems, Omaha, Nebraska. Abernethy, Hartman,
<br />Landis, Leslie, Quandt, Rosenkotter and Stelk all voted yes and none
<br />voted no. Motion carried.

<br />the Midland Area on Aging. They may need to hold an emergency meeting
<br />on December 18;

<br />Board Assisstant Ellen Merrill presented her progress report.
<br />The letter to the owner of the Normandy Apartments WCiS presented for
<br />signatures. The changes for the per dienifor--tne-Weed Board Members
<br />will be discussed at the December 19 meeting. The Janitorial Committee
<br />members Rosenkotter, Quandt and Stelk will need to meet this week.
<br />Discussion on the letter to HerbMa~~r was held. Stelk made a motion
<br />and Rosenkotter seconded to send the letter. Abernethy, Leslie,
<br />Rosenkotter and Stelk voted yes, Hartman and Quandt voted no and
<br />Landis abstained.
