<br />-~ <br /> <br />95F - 3c:{ 9 <br /> <br />'~ <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, NOVEMBER 7, 1995 <br /> <br />The Hall County Board of Supervisors met at 9:00 A.M. in County Board Meet- <br />ing Room of Administration Building, 121 South Pine, on November 7, 1995. <br /> <br />Meeting was called to order by Chairman Irene Abernethy. <br /> <br />Present on Roll Call were Irene Abernethy, Richard Hartman, Margaret Landis, <br />Robert Leslie, Gary Quandt, Judy Rosenkotter and Tammie Stelk. None were <br />absent. <br /> <br />Invocation was given by Rev Scott Jones, Third City Christian Church. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of October 31st meeting were accepted as <br />Quandt, seconded by Stelk. Abernethy, Hartman, <br />Rosenkotter and Stelk voted yes, none voted no. <br /> <br />received, on motion by <br />Landis, Leslie, Quandt, <br />Motion carried. <br /> <br />~ervisorJHartman requested to withdraw Discussion and Resolution in regard <br />to LB108 as people opposing were not able to be present today. <br /> <br />Board Members felt it should be discussed and Ron Bishop was present to <br />speak. <br /> <br />Ron Bishop spoke in regard to LB108 and gave some explaination of reasons <br />and those supporting or opposing LB108. <br /> <br />Deputy County Attorney Janulewicz was present. He stated the Drug & Subst- <br />ance Abuse Policy for Handibus research has not been completed so requested <br />it be pulled from today' s agenda and will be placed on agenda at a later date. <br /> <br />Pat Hochstetler spoke in regrd to homeless and indigent people in Grand Island <br />and Hall County. She has visited with Joel Dalton about information for <br />people leaving the jail and where they could get help. She gave reasons and <br />examples and stated she would help write grant application to provide for <br />room and food for 2 weeks stay for these people. <br /> <br />Mike Crosser, Rust Engineering, Tom Jamison, CAAP; and Al Kam, Omaha District <br />Corp of Engineers were present. Mike Crosser spoke in regard to RDX from <br />CAAP and explained how they are designing a remedy to correct the problem. <br />He showed map and location of the planned routing and right of way planned. <br />Discussed the county right of way of roads, landowners own section lines. <br />Attorney Janulewicz answered questions from the board members. <br />Motion by Quandt, seconded by Landis to authorize Deputy County Attorney <br />to .work on solution for use 9f county right of way for this project. <br />Abernethy, Hartman, Landis, il;eslieu,- -,Quandt, Rosenkotter and Stelk voted yes, <br />none voted no. Motion carried. <br /> <br />Agreement with Stuhr Museum for snow removal for 1 year commencing November <br />1,1995 for $560.00 for 3.2 miles. Motion by Quandt, seconded by Stelk <br />to accept and authorize chairman to sign agreement. Abernethy, Hartman, <br />Landis, Leslie, Quandt, Rosenkotter and Stelk voted yes, none voted no. <br />Motion carried. <br /> <br />Supervisor Stelk related to changes being made at Sheriff/Police Department <br />and requested board members visit the department to look at changes. <br />Meeting was recessed at 10:45 A.M. for board members to make tour to the <br />Safety Center. Returned to session at 11:15 A.M. Discussion on the <br />visit to the Safety Center. <br />Motion by Quandt, seconded by Hartman to refer the space needs at the <br />Safety Center to the Criminal Justice Committee and Building & Grounds <br />Superintendent Stepanek. Abernethy, Hartman, Landis, Leslie, Quandt, <br />Rosenkotter and Stelk voted yes, none voted no. Motion carried. <br /> <br />Chairman Abernethy presented Proclamations for Board Members to consider <br />signing to be presented to Phil Ellis, Senior Cornhusker Football player <br />and one to Central Catholic State Championship Tennis Team. <br /> <br />Discussion on the reappointment of Election Commissioner. <br />Chairman of Committee stated they did not meet and had no <br />Current term expires January 1, 1996 and need to consider <br />Discussion followed. <br />Motion by Quandt to advertise and take application for <br />Election Commissioner. No second. Quandt requested table <br />weeks. More discussion.
